Community Development Block Grant

The Community Development Block Grant (CDBG) Per 24 CFR 570, CDBG funds public service activities provided by outside organizations and have an expenditure cap of 15% of the total annual allocation. CDBG can also fund public facilities, housing rehabilitation, acquisition of real property, housing counseling, relocation, and program administration.  Program administration (including indirect cost allocation) has a 10% expenditure cap per year.  Program administration is the record keeping, financing, and preparing of reports, etc.  Program delivery is the direct implementation of the programs or services, and does not fall under the 10% cap.  CDBG funds may also pay for existing Section 108 loans the City received for previous economic development projects.

  • Community Development Block Grant CARES Act (CDBG-CV)

The Community Development Block Grant CARES Act (CDBG-CV) program provides grants to states, insular areas, and local governments to prevent, prepare for, and respond to the spread of COVID-19.

    • Program Description: The Salvation Army provides Shelter Services to individuals experiencing homelessness within the city.

PUBLIC SERVICES

The CDBG regulations, found at 24 CFR 570.201(e), allow the use of grant funds for a range of public service activities, including, but not limited to: employment services, crime prevention and public safety, child care, health services, substance abuse services, fair housing counseling, education programs, energy conservation, services to senior citizens, services for homeless persons, welfare services (excluding income payments), down payment assistance and recreational services. Program administration (including indirect cost allocation) has a 10% expenditure cap per year.  Program administration is the record keeping, financing, and preparing reports, etc.  Program delivery is the direct implementation of the programs or services, and does not fall under the 10% cap.   • Program Description: The School Readiness program offers financial assistance to eligible families for early childhood education and care so families can become financially self-sufficient and their young children can be successful in school.

  • Program Description: Tampa Housing Authority’s Youth Success program provide year-round afterschool and summer programming to 130 youth ages 6-17 living on or near Tampa Housing Authority properties. Positive youth development practices are used to assist youth in their academic success and to expose youth to new activities and experiences including field trips to local educational and cultural venues.

Agency Name: Seniors in Service of Tampa Bay

  • Program Description: Senior Companion Services provide seniors with intensive ongoing in-home care or telephone reassurance to age in place while offering low-income volunteers opportunity to earn a small stipend. Resource Support Services will connect 120 clients to essential resources like Food (SNAP/Delivered meals); Housing (emergency rent/eviction/homelessness); Health (Medicare/healthcare/social connection); Economic stability (Unemployment/Elder fraud) etc., to build self-sufficiency & independence.

HOUSING COUNSELING

The CDBG regulations, found at 24 CFR 570.201(e), allow the use of CDBG grant funds for Housing Counseling. Housing Counseling agencies provide Housing Counseling services to eligible clients residing or purchasing in the City of Tampa. Households assisted through this program are provided with free homebuyer education workshops at a minimum of eight hours per workshop; with at least one follow up appointment to include budget counseling, credit counseling, pre purchase counseling and post- purchase counseling. The homebuyer education workshops include an overview of the City’s Mortgage Assistance Program (MAP) and its eligibility requirements, along with the current application, document checklist and any other relevant documentation. Additionally, the workshops include information regarding mortgage options, renting vs. buying and foreclosure prevention.   • Program Description: Provides housing counseling services to help low-moderate income families to achieve the dream of homeownership. This award will be for Housing Counseling and the application processing for the City’s Mortgage Assistance Program. This program will assist 150 clients within the City of Tampa limits.
