Just after 1:30 pm on Thursday, May 2, 2024, Tampa Police responded to a call from New Springs Charter School, located at 2410 E Busch Blvd. School staff reported that several children reportedly became sick after eating candy.

Employees of the school found a clear cylindrical container, with no label or markings, that contained two pieces of what resembled “Nerds” brand candies, sometimes legally sold as Delta-9 THC products in Florida.

Eleven children, all between the ages of nine and eleven, reported symptoms including dizziness, nausea, lethargy, and numbness in their legs and arms. The commonality shared by the students was that each of them had eaten some candy. All the students were picked up by their parents. Three were taken to a nearby hospital for evaluation as a precaution. Thankfully, there were no reported serious injuries to any of the students.

While early in this investigation, it is believed one of the students may have brought the candy to school. Detectives continue working to determine the origin of the candy, who brought it to the school, and how it ended up in the possession of the children.

Here are some safety tips to help keep children safer:

Teach your kids to always ask you, or a trusted adult, before eating anything they find, especially if it's not in a familiar location.
Have an age-appropriate discussion with your children. If they are old enough to understand, explain that some items that look like everyday candy might contain ingredients that could make them sick.
If you believe your child may have ingested THC-infused items, contact Poison Control by calling 800.222.1222 or contact your child’s medical provider.

To enhance communication with our Spanish-speaking residents, we are excited to announce the launch of "Noticias de Policia De Tampa." This weekly feature will be available on Policia De Tampa's social media pages and a dedicated YouTube playlist on Tampa Police's channel. Stay tuned for important updates and information in Spanish to better serve our community.

“Noticias de Policia De Tampa” will provide our Spanish media outlets with b-roll and interviews that will provide an overview of weekly incidences and other relevant topics to help keep the community informed.

“The Latino/Hispanic population within the city has grown to just over 26%,” said Chief Lee Bercaw. “In order to keep everyone safe, you also have to keep them informed. Launching “Noticias de Policia de Tampa” is a positive step towards enhancing our relationship with our Hispanic residents while ensuring they are aware of what’s happening in our community.”

“Noticias de Policia De Tampa” will be posted every Friday by 5:00 p.m. and will include stories from the week and the previous weekend.

Don't be alarmed if you hear explosions, simulated gunfire and low-flying helicopters on Wednesday, May 8, near the Tampa Convention Center, as U.S. Special Operations Command hosts a thrilling capabilities demonstration from 12 P.M. to 1 P.M.

The public is encouraged to attend and observe this rare display of military-tactical-might. A rehearsal of the event will take place a day earlier on Tuesday, May 7, starting at 12 P.M.

The "Battle of the Bay" is one of the most exciting parts of the Special Operations Forces (SOF) Week annual conference. More than 170 United States Special Operations Command (USSOCOM) and international service members from 10 nations will take part in mock scenario defending the City of Tampa from "hostile invaders." Helicopters, boats, drones, ATVS, scuba divers, and much more all be involved in the demo. This is as close to a real-life mission as it gets!

Noise Advisory

A noise advisory will be in place for those in the downtown Tampa area surrounding the Tampa Convention Center. Those with sensitivity to loud noises may want to avoid the area. Wearing a form of hear protection is also recommended for those in attendance.

Traffic Advisory

Traffic around the Convention Center will be affected both May 7 and May 8 from 11:30 A.M. to 1:30 P.M. South Franklin Street will be blocked off from Channelside Drive to the Westin Hotel and at the Water Street Intersection. During the closures, traffic should detour to Beneficial Drive. Attendees are advised that construction work is on-going in front of the convention center and may affect travel times. Boat access to the Seddon Channel will also be restricted both days from 11:30 A.M. to 1:30 P.M. to participating Special Operations Teams only.

Where to Watch

The best views of the demonstration are from higher vantage points including the Harbour Island Bridge. The demonstration will also be visible around the Convention Center, Riverwalk and Bayshore Blvd. Viewing space is first come, first served and will fill up fast! Attendees are advised that construction work is on-going in front of the convention center.

The SOF Week conference is expected to draw more than 16,000 attendees and has an estimated economic impact of more than $12 million. The City of Tampa will present a public proclamation prior to the event on Wednesday, with participants available for interviews at the conclusion of the demonstration.

In a decision approved by the Tampa City Council, the City of Tampa has cemented its commitment to public safety by entering into an agreement for current Police Chief Lee Bercaw to continue leading the Tampa Police Department. This agreement solidifies Chief Bercaw's tenure as the head of the Department following his previously announced retirement on September 22, 2024.
Chief Bercaw has had an unwavering dedication to the safety and well-being of Tampa's citizens since joining the department in 1997 and being named Chief of Police in 2023. He will continue to lead the department in its mission “to work in partnership with our community to reduce crime, improve quality of life, and make Tampa safer, together.”

The agreement, authorized by a resolution between the City and Chief Bercaw, emphasizes the city's recognition of his invaluable service and commitment.

"Chief Bercaw's tireless efforts have not only made our streets safer but have also strengthened the bond between law enforcement and the residents they serve through an emphasis on community-oriented policing,” said Mayor Jane Castor. “His vision for a safer, more connected Tampa has had a profound impact, and we are thrilled to continue this journey with him."

Under Chief Bercaw’s leadership in 2023, overall violent crime declined by 8.3%, three times lower than the average decline in major cities nationally, total crime was reduced by 6.9%, and violent crime with a firearm dropped by 17.2%.

The agreement, with a projected fiscal impact of $723,000 over its term, underscores the city's investment in maintaining the highest standards of law enforcement and public safety. Chief Bercaw will receive an annual salary of $241,000 (including benefits), subject to annual performance reviews and adjustments for cost of living.

"I am deeply honored by the opportunity to continue serving the City of Tampa and its residents," said Chief Bercaw. "Alongside the dedicated men and women of the Tampa Police Department, we will build upon our successes and strive for even greater achievements in our shared mission of making our community safer, together."

The Tampa Police Department will honor the fallen during the 2024 Tampa Police Memorial Ceremony.

Mayor Jane Castor and Tampa Police Chief Lee Bercaw, along with the Tampa Police Memorial Committee, will pay tribute to all fallen officers and their family members on Wednesday, May 1 at 7:00 PM in front of the Monument to Fallen Officers at One Police Center.

The ceremony will include the Tampa Police Honor Guard, a 21-Gun Salute, a Riderless Horse, the St. Andrew's Pipes & Drums of Tampa Bay, and a flyover by the Tampa Police Aviation Unit.

The public is invited to join the men and women of the Tampa Police Department as we honor our thirty-two fallen officers, and all those across the nation, who lost their lives in the performance of their duties.

For those who cannot attend in person, the ceremony will be live-streamed at www.facebook.com/TampaPD.

According to the National Law Enforcement Officers Memorial, since the first known line-of-duty death in 1786, more than 23,000 U.S. law enforcement officers have made the ultimate sacrifice. This includes the thirty-two officers from the Tampa Police Department we will honor at our Memorial Ceremony.

The City of Tampa is now accepting applications from residents to serve on a non-partisan board that will advise the Mayor and other officials on how to best implement development projects.

In 2023, City Council approved the Community Benefits Agreement (CBA) program to create a process that considers the social and community impact of upcoming development plans. But the program came with a caveat: it required developers to provide community benefits for projects that receive public funds, through the help of an Advisory Council.

Members of the council will advise the Mayor, City Council, the Developer and the City of Tampa residents on how to best impact the community with ongoing development projects. Current projects accepting applications include: Straz Center, Tampa Museum of Art, Tampa Theatre and GasWorx. The city is currently looking for “At-Large” and “Ad-Hoc” CBAC Members with the below responsibilities:

At Large Member:

As an At-Large CBAC Member, you will serve on the advisory council for two years and be on the CBACs for all ongoing projects during this time.

One At-Large CBAC Member will be appointed by the Mayor and one At-Large Member will be appointed by City Council.
Individuals who possess expertise or experience in land planning, economic development, banking/finance, affordable housing, landscape architecture, or similar disciplines are encouraged to apply for at-large membership.

Ad-Hoc Project Specific Member:

The Mayor and City Council will each appoint two Ad-Hoc members per project.
Ad-hoc members serve until the project is approved by the City Council or withdrawn, about a six to nine-month commitment.
As a project-specific member, you must live within half a mile of the project

SOF Week 2022 demonstration

SOF Week, a national convention dedicated to Special Operations Forces (SOF), is returning to the Tampa Convention Center, including the highly anticipated military capabilities demonstration, which is open to the public. The convention will take place May 6-10 at the convention center in Downtown Tampa.

This event is expected to draw more than 16,000 attendees to the City of Tampa, including military and government attendees from nearly 80 nations. This event has an estimated economic impact of more than $12 million for the city.

Special Forces Demonstration

SOF Week 2024 will include the popular “Battle in the Bay” Capabilities Demonstration, a display of military-tactical might that is open to the public. United States Special Operations Command (USSOCOM) will host the demonstration on Wednesday, May 8 at noon on the waterfront outside the Tampa Convention Center. It will highlight the military operations of 10 different nations by land, air, and sea, complete with helicopters, drones, and ships.

The public is invited to view the demonstration. Viewing areas are available along the Tampa Riverwalk outside the Tampa Convention Center, on Bayshore Boulevard, at designated areas on the Harbour Island Bridge, and at venues such as Jackson’s Bistro on Harbour Island. Space is first-come, first-served and will fill up quickly.

The demonstration will include loud noises such as mock gunfire, so ear protection is encouraged. Organizers also warn that it will also contain visual imagery that may be disturbing to some viewers.

Traffic and Parking Impact

Drivers should expect additional traffic around the Tampa Convention Center during SOF Week.

In addition, the Tampa Convention Center Parking Garage will be closed from Sunday, May 5 to Thursday, May 9.

Due to the SOF Week activity in the Tampa Convention Center Marina, the Crossy Bay Ferry will not operate May 7 through May 9.

Community Projects

SOF Week will also feature multiple projects to give back to the community. One project will encourage attendees to assemble bags of essential hygiene items for people who are homeless in Tampa.

Global Special Operations Forces Foundation (GSOF) is also launching a new initiative this year called GSOF Gives Back, which helps donate funds to charities and philanthropic nonprofits that support the SOF Community.

The City of Tampa is undergoing the most expansive infrastructure overhaul in its history.

TAMPA, Fla. (April 30, 2024) -- One hundred and seventy-five years after Tampa's incorporation, the city is undergoing the biggest infrastructure overhaul in its history. From massive stormwater improvement projects, hundreds of miles of new or repaired water and wastewater pipes, another hundred miles of repaved roads, improved safety conditions at high-accident locations, million-dollar facility upgrades, and much, much more. Over recent years, the City of Tampa has been focused on rebuilding the foundation that lays the groundwork for economic growth and prosperity.

PIPES -- Progressive Infrastructure Planning to Ensure Sustainability

The unseen force that powers our daily lives, infrastructure, has been at the forefront of the current administration and forward-thinking Tampa City Council. In 2019, a nearly $3 billion PIPES Program was approved to make critical repairs and upgrades to Tampa's aging water and wastewater systems. After nearly 10 years without a utility rate increase, PIPES established a schedule of gradual rate increases for water and wastewater services over a 20-year period, providing the funding the city desperately needed to reinvest in its deteriorating infrastructure.

"When historians write about this era of Tampa history, they will tell our grandchildren this was a period when city leaders fully understood infrastructure is the lifeblood of any city," said Mayor Jane Castor. "This administration and far-sighted City Council understand a city, especially a waterfront city, cannot continue to thrive with decaying 100-year-old water and wastewater lines or chronically flooding neighborhoods. We are proud to say we are making monumental progress, rebuilding Tampa's foundation."

Water, Wastewater, and Stormwater

Over the past five years, more than $800 million has been invested in projects designed to upgrade Tampa's water and wastewater systems. Another $250 million has gone toward stormwater projects, improving drainage and reducing dangerous street flooding. Between the three departments, approximately 300 miles of pipes have been repaired or replaced.

New facilities have been added, technologies have been upgraded to improve operations and efficiency, and new pump stations have come online. This month, the Tampa Water Department partially activated its new High Service Pump Station at the David L. Tippin Water Treatment Plant. The $94 million project replaces aging pumps scattered across the facility, some of which are almost 100 years old. A large portion of Tampa's drinking water will travel through the High Service Pump Station and to the faucets of thousands of homes and businesses.

Tampa also boasts the third longest wastewater microtunnel in America. Running 60 feet below the Bay, the new pipe replaces one originally placed into service in 1951. Carrying approximately 30% of Tampa's wastewater from a pumping station near the Tampa Riverwalk to the Wastewater Treatment Facility at Port Tampa Bay.

Later this year, construction is expected to conclude for the first of a series of flood relief projects in Tampa's Lower Peninsula. Designed to improve drainage in the region, the first phase also includes the creation of a beautiful new park, currently referred to as "MacDill 48," which will provide not just recreation, but also stormwater benefits.

Mobility

Despite limited funding, Tampa's roads have also seen vast improvements. Since 2019, more than 140 miles of streets have been repaved, more than 11,000 potholes have been removed, and to increase productivity, the paving team has doubled in size. As part of the city's Vision Zero commitment, three major Quick Build projects have been completed, in addition to several small ones. Transit-oriented development is encouraged and when opportunities arise, the city leverages its resources to improve connectivity, walkability, and safety for all modes of travel. For example, as part of the city’s commitment of $12 million to help fund construction costs of a new 100% affordable housing community off I-275, along Hillsborough Avenue, the city required the developer to make roadway improvements along 22nd Avenue. The safety improvements benefit not only future residents, but also those who travel through the area regularly.

Solid Waste

A $100 million retrofit of the McKay Bay Waste-to-Energy Plant is underway to ensure compliance with industry standards and enhance the facility's waste-to-energy capabilities. Instead of dumping garbage into landfills, Tampa's waste is turned into energy, powering approximately 15,000 homes monthly. Established in the 80's, the plant is long overdue for an overhaul in order to ensure it can continue to operate and service its ever-increasing customers. More than four hundred construction workers are working around the clock to complete the project.

Other Infrastructure

The new City Center at Hanna Avenue opened its doors in 2023, serving as a centralized location for multiple city departments. Prior to this facility, government services were scattered across the city. Now, members of the public who need to meet with Construction Services, Housing and Community Development, or other departments can head to one place. Designed with quality customer service in mind, the state-of-the-art building also includes a community gathering spot and workforce development center.

This month, the City of Tampa broke ground on the much-anticipated recreational complex at Fair Oaks Park. The $34 million project is one of the largest projects undertaken by the Tampa Parks and Recreation Department. Covering approximately 10 acres, the new complex will include a 33,055-square-foot center, with space dedicated to youth, seniors, and athletics, including the highly-coveted gymnastics and dance programming. Additionally, it will offer indoor and outdoor basketball courts, pickleball courts, a multipurpose sports field, and walking trails. The complex will be completed in phases, with total completion expected for Spring 2026.

Extending the West Riverwalk is also in the works to fill the gaps in what will become a 12 mile pathway, bringing more connectivity and accessibility to West Tampa communities. With an estimated $56 million total price-tag, the project would not be possible without the Federal Highway Administration's $24 million BUILD grant.

"I have had the privilege of working for the City of Tampa for more than two decades and under multiple outstanding mayors," said Jean Duncan, Administrator of Infrastructure and Mobility. "But I can sincerely say I have never worked for a mayor who focused on improving Tampa's quality of life on so many fronts at the same time."

Receiving a call regarding multiple shooting victims is a situation no police chief wants to face, whether it occurs in the early hours of a Sunday morning on Halloween weekend or during a busy Tuesday afternoon. Since being sworn in as your chief last summer I have unfortunately had to respond to such calls.

In both instances, the shootings were connected to gun crimes involving juveniles. These incidents not only put innocent lives at risk but mirror a troubling national trend that has kept me awake at night. While our investigators acted swiftly to make arrests in both cases, this provides little consolation to those who have been physically and emotionally affected, both directly and indirectly.

However, gun violence involving our youth is an issue that extends beyond these incidents. Just this month, a 14-year-old was tragically found shot to death in our community. The repercussions of such incidents are profound, affecting not only the immediate families but also our broader Tampa community. It is imperative that our children feel safe and empowered to pursue their aspirations without fear.

Each time a tragedy like this happens, a crucial question remains: how can we prevent guns from ending up in the hands of juveniles? Our community has participated in discussions about intervention and the creation of more positive and safe environments for our youth. The Tampa Police Department has taken proactive steps to engage teens specifically by enhancing our Police Athletic League (PAL) through our “Stay & Play” program, Resources in Community Hope (RICH) House program, the TPD Youth Academy, the TPD Police Explorer program, Shielding Our Teens, and the Chief’s Youth Advisory Council. These efforts have shown to have a positive impact on our community, but we must do more to achieve more.

Recognizing the prevalence of gun violence, particularly among young individuals from marginalized communities, city leaders have acknowledged the need to take steps toward solutions. Over two years ago, the City of Tampa applied for and was awarded a $1.5 million Community Violence Intervention and Prevention Grant to help implement and expand programs around violence intervention. Currently, in the implementation stage of the process, this money will directly support the efforts of groups that provide peer support, educational assistance, and vocational services to our youth.

I am dedicated to continuing these efforts, recognizing that our partnership with the community is crucial for success. Recently, I attended a pastoral installation where the pastor highlighted the impact of influential figures during his youth. We all have memories of a teacher, religious leader, neighbor, or mentor who played a role in shaping our lives. The proverb, "It takes a village to raise a child," remains as relevant today as it was in the past.

To effectively address the challenges that young people are currently facing, there must be collaboration among law enforcement, parents, community organizations, educators, clergy, and mentors. By working together to identify and tackle the root causes of these issues, and by providing the necessary support and guidance to our youth, we can steer them away from violence and towards a path of success. It is only through a united effort that we can truly make a positive impact on the lives of our young people and help them build a brighter future.

I urge our community to unite in addressing the issue of gun violence among our youth. This includes a focus on preventing these incidents from happening. I want to highlight department initiatives such as our PROJECT: Locked & Unloaded program, which provides free gun locks to responsible gun owners. In 2023, Tampa Police recovered almost 2,000 guns from the street. In the same year, 79% of all auto burglaries were to vehicles that were left unlocked. From those unlocked vehicles, 197 guns were stolen.

In addition to responsible gun ownership, we need to prioritize the teaching of conflict resolution strategies and establish additional positive outlets for our children, so that we can and will be safer, together.

As your police chief, I am committed to doing everything in my power and using all available resources to avoid receiving another call and preventing any more families in our community from experiencing the loss, the grief, and questions of why this happened. While recent attention has been focused on two major incidents, any shooting in our community is unacceptable.

Just before 7:00 pm on April 28, 2024, Tampa Police responded to a report of a deceased infant near McKay Hall at the University of Tampa. Upon arrival, officers located a newborn female wrapped in a towel and placed in a garbage bin.

The body of the infant has been transported to the Medical Examiner's office for autopsy to determine the cause of death and developmental stage. The mother of the child was located and transported to a nearby hospital.

"The loss of a child is always a tragedy," said Chief Bercaw. "As our department actively investigates this incident, we want all expectant mothers to know there are resources available."

The Tampa Police Department reminds the community that Florida has a Safe Haven Law, which allows parents to anonymously surrender an unharmed newborn infant seven days old or younger to any Fire Station, EMS station, or hospital staffed by full-time emergency medical technicians, paramedics, or firefighters. The Tampa Police Department arrested a suspect in connection with a series of laser strikes targeting commercial aircraft approaching Tampa International Airport (TPA).

Since January 1st, 2024, TPD has investigated over 40 incidents where lasers were pointed at incoming flights, posing a serious danger to pilots and passengers. The investigation narrowed the suspect location to a specific area in South Tampa.

"These laser strikes are not only illegal but also incredibly reckless behavior that could have resulted in a tragic accident," said Chief Lee Bercaw. "We are grateful for the tireless efforts of our officers and the FBI in bringing this case to a close."

Tampa Police aviation and patrol officers began an investigation in April, with assistance provided by the Federal Bureau of Investigations (FBI). Officers conducted extensive surveillance at the suspect's residence while gathering evidence.

On April 25th, 2024, just before 12:30 am, Tampa Police Officers, in the air and on the ground, observed the suspect, later identified as 47-year-old Douglas Sollenberger (WM 2/4/1977), in possession of a laser light device. Officers continued surveillance and witnessed the suspect pointing the laser directly at an incoming Jet Blue flight. The pilot of the incoming Jet Blue flight confirmed being struck by a laser. Thankfully, the pilot landed the aircraft safely.

Following the incident, Sollenberger returned to his residence where he was quickly taken into custody by Tampa Police Officers. A search warrant was obtained for Sollenberger’s residence, resulting in the recovery of two lasers; one believed to be used in the early morning incident.

“Tampa International Airport takes every measure to ensure the safety of flight and we rely on our entire community to assist us in those efforts,” TPA Executive Vice President of Operations John Tiliacos said. “We’re thankful to our TPD and FBI partners, whom we work very closely with, for their diligent work in protecting our aircraft, passengers, and crews. Never point a laser at an aircraft!”

Sollenberger was charged with Misuse of a Laser Lighting Device and transported to Orient Road Jail.

Varsity Spirit cheerleading competition

Varsity Spirit is returning to the Tampa Convention Center for the second year in a row, bringing more than 26,000 attendees. This group will host three cheerleading competitions, The Youth Summit, The Recreation Summit, and The Celebration. These events will take place at the Tampa Convention Center April 25-28.

Drivers should expect increased vehicle and pedestrian traffic near the Tampa Convention Center on these dates.

The competitions will be happening from 8am to 10pm Thursday and Friday, from 8am to 8pm Saturday, and from 7am to 4pm Sunday.

This event is bringing an estimated economic impact of more than $15 million dollars to the City of Tampa. Varsity has contracted 14,928 hotel room nights for these events, which is nearly double the number of rooms contracted in 2023.

Attendance at these competitions, including participants and spectators, is projected to exceed 26,000, which represents an increase from last year’s 12,000 attendees. That number includes more than 600 cheerleading teams, 10,000 cheerleaders, and 1,500+ coaches. Visitors coming to Tampa Bay are from 41 different states and five different countries.

If you are attending the Varsity Spirit cheerleading competitions as a competitor, family member, or spectator, here are some things to know before you arrive to the Tampa Convention Center.

Visitors should be aware of a construction project that has closed Franklin Street at Channelside Drive, which is limiting access to the Tampa Convention Center’s Front Drive. Drivers should avoid this area.

On April 22, 2024, at approximately 8:00 p.m., officers in an unmarked unit observed a 2020 Nissan Rogue traveling westbound on E Hanna Ave approaching N 43rd St driving recklessly at a high rate of speed.

As officers attempted to get closer to the vehicle to initiate a traffic stop, the vehicle came to a stop, and occupants of the vehicle fired several shots toward officers prior to officers activating their emergency lights. The vehicle then fled again at a high rate of speed.

Officers did not return fire, but engaged in a brief pursuit as a result of the suspects having no regard for the lives of others. The pursuit quickly ended in the area of N 53rd St and Nancy St where the vehicle crashed into bushes. Five suspects fled, three of whom fled into a residence located in the 7600 block of Sharon Dr.

With assistance from our K-9 Unit, officers were able to quickly apprehend the suspects and take them into custody.

As a result of the incident, 20-year-old Tyce Hunter (10/06/2003), 21-year-old Jaden Roberts (08/15/2002), and 20-year-old Jerdavius Stubbs (03/01/2004) were all charged with One Felony Count of Burglary of an Occupied Dwelling and One Misdemeanor Count of Resisting Officer Without Violence. 21-year-old Jamariq Travan (11/08/2002) was charged with One Felony Count of Fleeing and Attempting to Elude a Police Officer.

“What our officers encountered last night is another stark reminder of the dangers of working in law enforcement and I’m fortunate that each of them was able to go home to their families,” said Chief Lee Bercaw. “Their swift action in apprehending the suspects is another example of our unwavering dedication to keeping our city and its residents safe.”

The investigation is still ongoing and additional charges may follow.

Tampa Police Detectives are asking the community for assistance in identifying those responsible for the shooting death of 14-year-old Jevario Buie.

On Wednesday, April 17th, just after 3:30 pm, officers responded to reports of gunfire near the 1400 block of W. Busch Blvd. Upon arrival, they found Jevario near the railroad tracks between Busch Blvd. and Rome Ave., where he died from his injuries.

"This is a senseless tragedy that has taken a young life," said Chief Lee Bercaw. "Jevario's family is heartbroken, and our detectives are working tirelessly to bring those responsible to justice. We are asking the community to come forward with any information they may have. Even the smallest detail could be crucial in solving this case and finding justice for Jevario’s family."

In an effort to generate leads, Jevario's family has authorized the release of his information and photographs. Detectives are hopeful that someone with information about the shooting will come forward to aid in the investigation. The family is also requesting privacy as they navigate this difficult time.

On April 19, 2024, less than 24 hours after the incident occurred, Tampa Police arrested 38-year-old Nicholas Harrison Jr. (H/M), in connection with the death of the 27-year-old victim (B/M).

At approximately 3:57 a.m. on April 19, 2024, Tampa Police began investigating a fatal vehicle vs. moped crash.

The investigation revealed that the suspect was driving a 2007 Dodge Charger and was traveling eastbound on E. Hillsborough Ave. The victim, who was also traveling eastbound, was driving a moped. Both the defendant and victim were traveling in the inside lane when Harrison’s vehicle struck the rear of the victim’s moped. Harrison fled the scene and continued traveling eastbound on E. Hillsborough Ave with the moped lodged in the front bumper of his vehicle. The moped eventually dislodged and was located less than a mile away from the scene.

Upon their arrival, officers located the victim on scene, where he was later pronounced deceased.

At approximately 6:00 p.m., Harrison turned himself in at the Tampa Police District 3 office.

Harrison was transported to Orient Road Jail and charged with One Felony Count of Leaving the Scene of a Crash with Death.

The Tampa Police Department reminds the community to stay on scene when involved in a crash. Once you leave the scene, you may face criminal charges, especially if the crash results in serious injury or death.

Tampa Police are investigating a crash at the intersection of E. Busch Blvd. and N. Nebraska Ave. that involved a Tampa Police vehicle and injured a 16-year-old pedestrian.

On April 19, 2024, at approximately 9:17 p.m., officers were responding to the call of a reported armed and dangerous subject at the Family Dollar located in 1700 block of E. Busch Blvd.

While responding to the scene, Officer David Ziegler, a ten-year veteran of the department, was traveling eastbound on Busch Blvd. crossing N. Nebraska Ave with a green light, as confirmed by a witness. The pedestrian, a 16-year-old black male, was attempting to cross southbound when the police vehicle and pedestrian collided. An additional witness informed investigators that the pedestrian was attempting to cross against the traffic signal at the time.

Officer Ziegler immediately stopped and began to render aid to the pedestrian.

The pedestrian was transported to a local hospital with non-life-threatening injuries, including a broken knee and broken nose.

"Pedestrian safety is one of our department's highest priorities," said Chief Lee Bercaw. "One of our goals is to ensure that roadways are used safely by all those who walk, bike, or drive on them. We will increase our educational outreach regarding roadway safety in our ongoing efforts to reduce traffic related incidents in the City of Tampa."

Location: Busch Blvd / N. 50th St.

On April 18, 2024, at approximately 11:40 p.m., the driver of a 2011 Volkswagen Jetta, later /identified as 34-year-old Vincent Oliver (B/M 7/19/1989), was traveling eastbound on Busch Blvd near N 50^th St when he struck the 23-year-old victim (W/M) who was attempting to cross outside the designated crosswalk. Oliver immediately fled the scene.

Upon their arrival, officers located the victim, who was pronounced deceased at the scene.

Oliver’s vehicle came to a rest near a convenience store where he fled again, this time on foot. With assistance from Air Service, K-9, and other Patrol Units, Oliver was located hiding underneath a nearby vehicle approximately one mile away from the scene.

Oliver was taken into custody and transported to a local hospital after telling officers he had ingested narcotics and was exhibiting erratic behavior.

Following medical discharge, Oliver was transported to Orient Road Jail where he was charged with One Misdemeanor Count of Resisting Officer Without Violence, One Felony Count of DUI Manslaughter Leaving the Scene, One Felony Count of Leaving the Scene of the a Crash with Death, One Felony Count of Driving While License Canceled, Suspended, or Revoked (Death or Serious Bodily Injury).

In 2022, the City of Tampa was awarded a $1.5 million grant from the Bureau of Justice Assistance (BJA), a component of the Office of Justice Programs, to develop and implement a Community Violence Intervention and Prevention Initiative. The City of Tampa is excited to announce the second phase of this three-year grant initiative focused on addressing gun violence and supporting youth in the community. The initiative is a collaborative effort between the City of Tampa, the University of South Florida (USF), and Safe & Sound Hillsborough.

"The safety of our community is our top priority," said Mayor Jane Castor. "This grant allows us to put a thorough plan into practice that addresses both crime reduction and prevention while fostering stronger relationships with our residents. I am confident that through collaboration with TPD, community partners, and social service providers, we can ensure Tampa remains one of the safest cities of our size in the nation."

The grant is a three-year program, currently in its second year. The first year was a planning year, a requirement of the grant, when TPD worked directly with DOJ to develop and finalize the initiative implementation plan. Now with BJA approval of the City’s plan, the implementation phase will empower TPD to employ its comprehensive policing philosophy in alignment with the four pillars of the department: Community-Oriented Policing, Crime Reduction, Quality Assurance, and Wellness.

“The Tampa Police Department constantly looks for new approaches and resources to keep our community safe. This proactive approach has paid off with this grant to focus on tackling violent crime and the social issues that fuel it,” said Chief Lee Bercaw. “This grant is another opportunity to expand our community-oriented policing efforts and continue working with partners to make Tampa safer, together.”.

Safe & Sound Hillsborough plays a crucial role by offering case management services to break the cycle of recidivism and connect individuals with essential resources.

“This is a great opportunity”, added Freddy Barton, Executive Director of Safe & Sound Hillsborough. “From a programmatic viewpoint, this grant will allow us to work directly with deep-end youth and their families, provide support for victims of gun violence, expand wraparound services through community partners, and provide sponsorship and funding support for neighborhood and community groups; all to promote safety, reduce recidivism and further improve relationships between law enforcement and community.”

Key goals of the initiative will include addressing youth and community gun violence, working with youth (ages 10-17) and their families involved in gun crimes, partnering with local organizations to provide wraparound services for at-risk youth, and offering support to victims and families of victims of gun violence

Local non-profits, faith-based groups, and mentoring organizations are encouraged to apply for sub-recipients of grant funding. These sub-recipients will be required to provide critical services such as:

Vocational Support
Mentoring
Long-Term Sustainability

The City has partnered with USF as a research partner for the grant, tasked with collecting and analyzing data to track the progress of the Violence Reduction Strategy. USF will also be responsible for the overall program evaluation to measure efficacy and provide recommendations for the long-term sustainability of the project.

The City of Tampa and the Tampa Police Department are committed to working together with the community to create a safer and secure environment, and improved quality of life for all residents. The implementation phase of this grant award represents a significant step forward in achieving that goal.
