News &amp; Public Notices https://www.tampa.gov/ en Tampa Police Investigate as Unidentified Candy Sickens Students at Charter School https://www.tampa.gov/news/2024-05/tampa-police-investigate-unidentified-candy-sickens-students-charter-school-148421 <span class="field field--name-title field--type-string field--label-hidden">Tampa Police Investigate as Unidentified Candy Sickens Students at Charter School</span> <span class="field field--name-uid field--type-entity-reference field--label-hidden"><span>Eddy D. </span></span> <span class="field field--name-created field--type-created field--label-hidden"><time datetime="2024-05-03T17:11:39-04:00" title="Friday, May 3, 2024 - 05:11 pm" class="datetime">Fri, 05/03/2024 - 05:11 pm</time> </span> <div class="clearfix text-formatted field field--name-body field--type-text-with-summary field--label-hidden field__item"><p>Just after 1:30 pm on Thursday, May 2, 2024, Tampa Police responded to a call from New Springs Charter School, located at 2410 E Busch Blvd. School staff reported that several children reportedly became sick after eating candy.</p><p>Employees of the school found a clear cylindrical container, with no label or markings, that contained two pieces of what resembled “Nerds” brand candies, sometimes legally sold as Delta-9 THC products in Florida.</p><p>Eleven children, all between the ages of nine and eleven, reported symptoms including dizziness, nausea, lethargy, and numbness in their legs and arms. The commonality shared by the students was that each of them had eaten some candy. All the students were picked up by their parents. Three were taken to a nearby hospital for evaluation as a precaution. Thankfully, there were no reported serious injuries to any of the students.</p><p>While early in this investigation, it is believed one of the students may have brought the candy to school. Detectives continue working to determine the origin of the candy, who brought it to the school, and how it ended up in the possession of the children. </p><p><em>Here are some safety tips to help keep children safer:</em></p><ul><li><em>Teach your kids to always ask you, or a trusted adult, before eating anything they find, especially if it's not in a familiar location.</em></li><li><em>Have an age-appropriate discussion with your children. A rehearsal of the event will take place a day earlier on Tuesday, May 7, starting at 12 P.M.<br /><br />The "Battle of the Bay" is one of the most exciting parts of the Special Operations Forces (SOF) Week annual conference. More than 170 United States Special Operations Command (USSOCOM) and international service members from 10 nations will take part in mock scenario defending the City of Tampa from "hostile invaders." Helicopters, boats, drones, ATVS, scuba divers, and much more all be involved in the demo. This is as close to a real-life mission as it gets! </p><h3 id="noise-advisory"><strong>Noise Advisory</strong></h3><p><br />A noise advisory will be in place for those in the downtown Tampa area surrounding the Tampa Convention Center. Those with sensitivity to loud noises may want to avoid the area. Wearing a form of hear protection is also recommended for those in attendance.</p><h3 id="traffic-advisory"><strong>Traffic Advisory</strong></h3><p><br />Traffic around the Convention Center will be affected both May 7 and May 8 from 11:30 A.M. to 1:30 P.M. South Franklin Street will be blocked off from Channelside Drive to the Westin Hotel and at the Water Street Intersection. During the closures, traffic should detour to Beneficial Drive. Attendees are advised that construction work is on-going in front of the convention center and may affect travel times. This agreement solidifies Chief Bercaw's tenure as the head of the Department following his previously announced retirement on September 22, 2024.<br />Chief Bercaw has had an unwavering dedication to the safety and well-being of Tampa's citizens since joining the department in 1997 and being named Chief of Police in 2023. He will continue to lead the department in its mission “to work in partnership with our community to reduce crime, improve quality of life, and make Tampa safer, together.”</p><p>The agreement, authorized by a resolution between the City and Chief Bercaw, emphasizes the city's recognition of his invaluable service and commitment.</p><p>"Chief Bercaw's tireless efforts have not only made our streets safer but have also strengthened the bond between law enforcement and the residents they serve through an emphasis on community-oriented policing,” <strong>said Mayor Jane Castor</strong>. “His vision for a safer, more connected Tampa has had a profound impact, and we are thrilled to continue this journey with him."</p><p>Under Chief Bercaw’s leadership in 2023, overall violent crime declined by 8.3%, three times lower than the average decline in major cities nationally, total crime was reduced by 6.9%, and violent crime with a firearm dropped by 17.2%.</p><p>The agreement, with a projected fiscal impact of $723,000 over its term, underscores the city's investment in maintaining the highest standards of law enforcement and public safety. Instead of dumping garbage into landfills, Tampa's waste is turned into energy, powering  approximately 15,000 homes monthly. Established in the 80's, the plant is long overdue for an overhaul in order to ensure it can continue to operate and service its ever-increasing customers. Additionally, it will offer indoor and outdoor basketball courts, pickleball courts, a multipurpose sports field, and walking trails. The complex will be completed in phases, with total completion expected for Spring 2026.<br /><br /> Extending the West Riverwalk is also in the works to fill the gaps in what will become a 12 mile pathway, bringing more connectivity and accessibility to West Tampa communities. These incidents not only put innocent lives at risk but mirror a troubling national trend that has kept me awake at night. While our investigators acted swiftly to make arrests in both cases, this provides little consolation to those who have been physically and emotionally affected, both directly and indirectly. </span></span></span></span></span></p> <p><span style="font-size:11pt"><span style="background:white"><span style="line-height:normal"><span style="font-family:Aptos,sans-serif"><span style="color:black">However, gun violence involving our youth is an issue that extends beyond these incidents. Just this month, a 14-year-old was tragically found shot to death in our community. The repercussions of such incidents are profound, affecting not only the immediate families but also our broader Tampa community. It is imperative that our children feel safe and empowered to pursue their aspirations without fear.</span></span></span></span></span></p> <p><span style="font-size:11pt"><span style="background:white"><span style="line-height:normal"><span style="font-family:Aptos,sans-serif"><span style="color:black">Each time a tragedy like this happens, a crucial question remains: how can we prevent guns from ending up in the hands of juveniles? Our community has participated in discussions about intervention and the creation of more positive and safe environments for our youth. The Tampa Police Department has taken proactive steps to engage teens specifically by enhancing our Police Athletic League (PAL) through our “Stay &amp; Play” program, Resources in Community Hope (RICH) House program, the TPD Youth Academy, the TPD Police Explorer program, Shielding Our Teens, and the Chief’s Youth Advisory Council. These efforts have shown to have a positive impact on our community, but we must do more to achieve more.</span></span></span></span></span></p> <p><span style="font-size:11pt"><span style="background:white"><span style="line-height:normal"><span style="font-family:Aptos,sans-serif"><span style="color:black">Recognizing the prevalence of gun violence, particularly among young individuals from marginalized communities, city leaders have acknowledged the need to take steps toward solutions. Over two years ago, the City of Tampa applied for and was awarded a $1.5 million Community Violence Intervention and Prevention Grant to help implement and expand programs around violence intervention. Currently, in the implementation stage of the process, this money will directly support the efforts of groups that provide peer support, educational assistance, and vocational services to our youth.</span></span></span></span></span></p> <p><span style="font-size:11pt"><span style="background:white"><span style="line-height:normal"><span style="font-family:Aptos,sans-serif"><span style="color:black">I am dedicated to continuing these efforts, recognizing that our partnership with the community is crucial for success. Recently, I attended a pastoral installation where the pastor highlighted the impact of influential figures during his youth. We all have memories of a teacher, religious leader, neighbor, or mentor who played a role in shaping our lives. The proverb, "It takes a village to raise a child," remains as relevant today as it was in the past.</span></span></span></span></span></p> <p><span style="font-size:11pt"><span style="background:white"><span style="line-height:normal"><span style="font-family:Aptos,sans-serif"><span style="color:black">To effectively address the challenges that young people are currently facing, there must be collaboration among law enforcement, parents, community organizations, educators, clergy, and mentors. By working together to identify and tackle the root causes of these issues, and by providing the necessary support and guidance to our youth, we can steer them away from violence and towards a path of success. It is only through a united effort that we can truly make a positive impact on the lives of our young people and help them build a brighter future.</span></span></span></span></span></p> <p style="margin-bottom:11px"><span style="font-size:11pt"><span style="line-height:107%"><span style="font-family:Aptos,sans-serif">I urge our community to unite in addressing the issue of gun violence among our youth. This includes a focus on preventing these incidents from happening. I want to highlight department initiatives such as our PROJECT: Locked &amp; Unloaded program, which provides free gun locks to responsible gun owners. In 2023, Tampa Police recovered almost 2,000 guns from the street. In the same year, 79% of all auto burglaries were to vehicles that were left unlocked. Officers continued surveillance and witnessed the suspect pointing the laser directly at an incoming Jet Blue flight. The pilot of the incoming Jet Blue flight confirmed being struck by a laser. The vehicle then fled again at a high rate of speed.</p> <p>Officers did not return fire, but engaged in a brief pursuit as a result of the suspects having no regard for the lives of others. The pursuit quickly ended in the area of N 53rd St and Nancy St where the vehicle crashed into bushes. Hillsborough Ave. The victim, who was also traveling eastbound, was driving a moped. Both the defendant and victim were traveling in the inside lane when Harrison’s vehicle struck the rear of the victim’s moped. Harrison fled the scene and continued traveling eastbound on E. Hillsborough Ave with the moped lodged in the front bumper of his vehicle. Busch Blvd. and N. Nebraska Ave. that involved a Tampa Police vehicle and injured a 16-year-old pedestrian.<br /><br /> On April 19, 2024, at approximately 9:17 p.m., officers were responding to the call of a reported armed and dangerous subject at the Family Dollar located in 1700 block of E. Busch Blvd.<br /><br /> While responding to the scene, Officer David Ziegler, a ten-year veteran of the department, was traveling eastbound on Busch Blvd. crossing N. Nebraska Ave with a green light, as confirmed by a witness. The pedestrian, a 16-year-old black male, was attempting to cross southbound when the police vehicle and pedestrian collided. An additional witness informed investigators that the pedestrian was attempting to cross against the traffic signal at the time.<br /><br /> Officer Ziegler immediately stopped and began to render aid to the pedestrian.<br /><br /> The pedestrian was transported to a local hospital with non-life-threatening injuries, including a broken knee and broken nose.<br /><br /> "Pedestrian safety is one of our department's highest priorities," said Chief Lee Bercaw. "One of our goals is to ensure that roadways are used safely by all those who walk, bike, or drive on them. Oliver immediately fled the scene.</span></span></span></p> <p><span style="font-size:12pt"><span style="line-height:107%"><span style="font-family:Arial,sans-serif">Upon their arrival, officers located the victim, who was pronounced deceased at the scene.</span></span></span></p> <p><span style="font-size:12pt"><span style="line-height:107%"><span style="font-family:Arial,sans-serif">Oliver’s vehicle came to a rest near a convenience store where he fled again, this time on foot.
