Pursuant to Section 163.380(3)(a), Florida Statutes, the City of Tampa is providing public notice of (1) the City’s request for proposals (“RFP”) from qualified persons or entities for the development of approximately 18-acres of City-owned real property located immediately west of the Hillsborough River, east of Rome Avenue, south of Columbus Drive and north of Spruce Street in the West Tampa Community Redevelopment Area of Tampa, Florida; and (2) the potential disposition of this City-owned site to the successful proposer.

The City’s primary objective in connection with this RFP is to encourage the development of a range of beneficial uses to serve this evolving community, including housing at varying levels of affordability to suit a diverse spectrum of income levels. The site should also be developed in a way to complement the development nearby and the surrounding community. The development of this property should also drive opportunities to foster place-making and community investment and presents a unique opportunity to create attainable housing consistent with the City’s strategic goals.

NOTICE: Addendum #2 Has Been Issued On Dec. 7, 2020 

The purpose of this Addendum #2 to the Rome Yard Mixed Use Development RFP is to provide written responses to each of the questions raised by separate emails received by Rob Rosner since Addendum #1 was issued on November 13, 2020. As a result, this Addendum #2 contains the questions concerning this RFP received by Mr. Rosner on behalf of the City as of November 12, 2020, at 11:59 AM and the City’s written response to each of these questions.

The purpose of this Addendum #1 to the Rome Yard Mixed Use Development RFP  is to provide written responses to each of the questions raised either at the October 29, 2020 “Rome Yard Technical Assistance Workshop” or by separate emails received by Rob Rosner as of November 12, 2020 at 11:59 AM. As a result, Sections I – V of this Addendum #1 contain the questions concerning this RFP received by Mr. Rosner on behalf of the City as of November 12, 2020, at 11:59 AM and the City’s written response to each of these questions. Finally, Section VI of this Addendum #1 is a transcript of the October 29, 2020 “Rome Yard Technical Assistance Workshop”.

PROPOSALS MUST BE RECEIVED BY THE CITY NO LATER THAN 12:00 PM (EST), December 15, 2020, which is a minimum of thirty (30) days after the date of publication of this notice as required by Section 163.380(3)(a), Florida Statutes. Incomplete proposals or proposals submitted after this published deadline will not be considered. Submission of proposals by mail, hand delivery or express mail must be in a sealed envelope/box with the RFP number identified and the proposer’s name and return address indicated and addressed as follows:

The City of Tampa and the Community Redevelopment Agency (CRA) of the City of Tampa, (collectively the "City") hereby give notice pursuant to Part III, Chapter 163, Florida Statutes, of their request for submission of proposals from qualified and experienced applicants for the acquisition (purchase) of vacant CRA funded lots located north of Columbus Drive, south of E. Hillsborough Ave, east of N. 15th Street, and west of N. 50th St.

The City’s intent in the sale of the land is to encourage residential and/or office and/or hospitality, and retail development on these lots and to help stimulate the redevelopment of East Tampa CRA. 

Interested parties are invited to submit proposals in response to the request consistent with applicable plans, laws, ordinances and regulations governing the area. Respondents should refer specifically to this site and address all aspects of their proposed development.

The City of Tampa and the Community Redevelopment Agency of the City of Tampa, (collectively the “City”) hereby give notice pursuant to Part III, Chapter 163, Florida Statutes, of their request for submission of proposals from qualified and experienced applicants for the acquisition (purchase) of approximately eighteen (18) acres of land located immediately west of the Hillsborough River, south of Columbus Drive and north of Spruce Street in Tampa, Florida. The site is located in Census Tract 12057004300 which is designated a Qualified Opportunity Zone. The property is potentially eligible for Brownfield Tax Credits. The land is located in the West Tampa CRA and is immediately adjacent to a 44 acre redevelopment area known as West River. West River is a joint venture partnership of the Tampa Housing Authority and the Related Group of Florida. Collectively, that partnership is currently developing 676 mixed income residential units in 5 projects with a total investment exceeding $121 million. At buildout, West River is planned to contain 1600 housing units containing a mixture of approximately 50 % workforce and affordable housing and 50% market rate. The project plans includes hotels, retail and office space.

The City’s intent in the sale of the land is to encourage mixed use or residential or office and or hospitality and retail development on the site and to continue the redevelopment of the West Tampa CRA. Therefore, responsive proposals will demonstrate, (1) successful experience in the development of residential/office/retail/hospitality in urban areas, (2) architectural sensitivity to the proposed site, adjacent residential neighborhoods, buildings and activities, and (3) satisfactory financial references. Proposals shall address planning, design, financing, construction, timing, and project implementation. A workforce housing component is strongly encouraged.

West Riverfront Mixed Use Development RFP Submitted Proposals

A Request for Proposal (RFP) has been released for a seven acre property located at the northeast corner of 47th and Schipman Court in East Tampa. As part of a multi-faceted approach to addressing housing affordability, the City purchased the property with Community Development Block Grant (CDBG) funds. The vision for this project is to add more than 150 income qualifying housing units with a focus on walkability, community investment, resiliency, social cohesion and investment. Located blocks away from East Hillsborough Avenue, future residents would have easy access from a main roadway and be in close proximity to transit, commerce and potential employment opportunities.

"As the housing market gets tighter, we fight harder to address housing affordability," said Mayor Jane Castor. "Tampa is a place for all, regardless of income level, and for this reason we are capitalizing on every opportunity, leaving no stone unturned, in an effort to bring real results and meet the needs of our residents. Opportunities like 47th Street ensure residential units are offered across a spectrum of affordability, while also providing residents with a beautiful and inviting neighborhood where their families can make positive memories, establish roots, and prosper."

Interested multi-family developers, with experience in utilizing land purchased with funds from the U.S. Department of Housing and Urban Development, are encouraged to use their creativity to bring innovative and thoughtful proposals to the table by Thursday, February 17, 2022.

Interested developers are required to attend a mandatory virtual pre-proposal conference on Tuesday, January 25, 2022 at 10:00 a.m.
