Transit Oriented Development (TOD) Phase I

Purpose:

Transit Oriented Development (TOD): Phase I was a 2022 pilot project that shaped the future of communities served by enhanced transit. This planning document improves community livability, competitiveness, and resilience by creating walkable and bikeable places; serving diverse needs; supporting transit investment; promoting equity and affordability; strengthening local economies; and improving sustainability and resilience. This study area focused on corridors of planned transit investments (HART Arterial BRT Study, Invision Tampa Streetcar, and TBARTA Regional Rapid Transit) that will help connect communities between Downtown Tampa and USF, including neighborhoods and destinations within easy walking distance (1/2 mile) of planned stops.

Key Findings:

TOD Phase I provided policies and strategies to promote transit-supportive, context-sensitive, walkable, and equitable development along fixed guideway transit corridors in the City of Tampa and unincorporated Hillsborough County. This report offers guidance on the definition of TOD; recommendations for the use of TOD place types; strategies to address transit accessibility, housing affordability, and retail optimization; recommendations for the adoption of new comprehensive plan provisions for the city and county; recommendations for new future land use map overlays; and specific recommendations for the Palm Avenue Station area.
