I wanted to participate in this program because I hate driving my truck for short trips, the e-bike really helps for quick trips to pick up food or any last minute essentials... How to Apply for the eBike Voucher Program as a City of Tampa Resident
  1. Review the Program Information Packet and all information on this website below to ensure that you are able, and willing, to meet all program requirements.

  2. Meet (either by phone, email, or in person) will ALL program participating bike shops to determine which bike shop has the eBike you would like to purchase should you be awarded a voucher.

  3. Once you have identified the eBike you would like to purchase as part of this program, and the participating bike shop that you will be buying it from, you will need to obtain a signed purchase quote from a representative of that bike shop. (You will be required to upload this signed purchase quote as part of your application.

  4. You will need to print and sign the "Applicant Conditions Form." This form will need to be scanned and uploaded as part of your application. (Make sure you sign and upload ALL pages of the Conditions form into your application, otherwise your application will be denied.)

  5. Apply online for the eBike Voucher Program using the "2024 City of Tampa eBike Voucher Program Application."

  6. Following the close of the two-week application period, program staff will review all applications for completeness. Applications will then be sorted into three groups based on the type of eBike Voucher you applied for

  7. From each of those three groups applications will be drawn at random based on the number of available vouchers of that type to determine voucher recipients. Once all voucher recipients for all voucher types have been drawn, recipients will receive an email from program staff with a copy of their awarded voucher and the steps to redeem the voucher.

    • You will have an abbreviated version of the application to complete.

"I picked up my E-bike (after) visiting several of the participating E-bike dealers in my area. After evaluating my options and out of pocket cost, I purchased (my) E-bike due its compact size, warranty and included accessories. I bought the bike from Tampa E-Bikes. Daren was very knowledgeable about the different manufactures and the various models they offered. I added lights, bell, cable lock and a rear trunk bag for cable-lock storage and transporting small items from the Post Office, CVS and Publix. I use my E-bike a couple of times a week, more so now that the weather has cooled off. I use it to run up to Publix, Gym, CVS, Post Office, local restaurants and downtown. Biking around Tampa for the most part feels very safe. Bayshore and the River Walk are beautiful areas to ride. I started seeing more E-bikes when riding my bicycle around town as well having several friends purchase them but had not looked in to purchasing one due to the high cost. When I heard about the Tampa E-bike purchase assistance program I started looking in to the options and cost associated with the program. The Tampa E-bike program made the cost of trying an E-bike reasonable. The one thing I would like to share with everyone is do your research. I find that I use my E-bike instead of my car for quick trips to the store, gym and to go downtown. If your interested in trying an E-bike the Tampa E-bike Voucher Program is a great program to help off set the cost of purchasing a bike. While I still like to ride my regular bike, I find that I can go longer distances and explore new areas on my E-bike. I appreciate that Tampa is forward thinking and is promoting the use of electric vehicles."

You have several options available to you:

What should you bring with you to the community events or application sessions?

  • ID (Florida Drivers license is best!)
  • Proof of residency (if you aren't providing your Drivers License)
    • This can be vehicle registration, utility bill, or lease
  • Proof of income
    • This will only need to be provided if you are applying for one of the income-qualified vouchers
    • You will need to provide this for every member of your household that is 18+
    • W2, 1099, Social Security Benefits/Check, Unemployment Benefits
  • Signed purchase quote from the bike shop you plan to purchase from should a voucher be awarded

"I picked up my E-Bike in April of 2023 from City Bike in Downtown Tampa. I use the e-bike for commuting 2-3 times weekly and for errands/leisure a few times a week. The bike is amazing and makes biking in the summer not a sweaty mess of an operation when I'm in my business attire, even in Tampa. In addition to using the great bus service on Florida Avenue, It really makes being a one car household much easier by having several good options for my daily trips. The style of the cargo rack holds my 4-year old daughter safely with some extra protection that makes it great for trips with her as well. This was a great program and I hope it continues!"

FAQ

If you applied for the eBike Voucher Program last year and were not selected as a voucher recipient or did not redeem your voucher, you are eligible to be considered in the 2024 run of the program!

 

Please be sure that you review the Program Information Packet and website as there have been some significant changes to the program for this year. If you would like to be entered into the lottery selection this year, you will be completing an abbreviated version of the full application. Please use the link below to fill out the application. Based on your responses some questions will be skipped for you since it is information that was provided in your application last year. 

 

What new components will I need for the application?
  1. You will need to read, sign, and upload the new "Applicant Conditions Form" as part of your application. (the updated form for 2024 is linked on this webpage)
  2. Our participating bike shops have changed since last year, please be sure to review the products at all stores to find what best suits your need and budget.
  3. You will need to obtain a signed purchase quote from the bike shop you intend to purchase from and upload this with your application this year.
  4. The voucher types and values have changed along with the income requirements. Please be sure to review these as you will need to make a new selection in your application this year for these.

If you are a City of Tampa resident, living within the program defined boundaries, and are at least 18 years old, you qualify for participation in the City of Tampa's eBike Voucher Program.

You can use the Tampa Boundary Map to determine if your residence is located within the program boundaries.

  • You will need the following items to fully complete and submit your eBike Voucher Program application:
    • Proof of Identification and Date of Birth (Only Florida Driver's Licenses, a Birth Certificate or a valid U.S Passport will be accepted)
    • Proof of Residency (Only a current rental/lease agreement, Florida Voter Registration card, Florida Vehicle Registration or Title, or the most recent utility bill will be accepted)
      • If you provide your Florida Driver's License as your Proof of Identification and Date of Birth, no additional documentation is needed to be submitted for this.
    • A signed purchase quote from the bike shop you plan to purchase from if awarded a voucher.
    • A signed "Applicant Conditions Form"
    • Proof of Household Income (Only required if applying for one of the Income-Qualified Vouchers)
      • Applicants must provide 1 of the following for EACH member of the household
        • Most recent paystub, Social Security check/benefits
        • Most recent W2 or 1099
        • Unemployment Benefits/ Workers Comp Benefits

The following are the only types of eBikes covered under the City of Tampa eBike Voucher Program:

  • Class I eBikes
    • eBikes that use a battery and electric motor to provide assistance at up to 20 MPH when the rider is pedaling (pedal assist).
  • Class II eBikes
    • eBikes with an electric motor that provides assistance at up to 20 MPH when the rider is pedaling, just like a Class I eBike or, a throttle, which can go up to 20 MPH without the rider pedaling.
  • Class I & Class II eCargo Bikes
    • eBikes with an electric motor provides assistance at up to 20 MPH when the rider is pedaling, or with a throttle, which can go up to 20 MPH without the rider pedaling. These types of eBikes are typically larger in size and have stronger motors and frames for capacity to transport things like other passengers or groceries.
  • Adaptive eBikes
    • eBikes that offer adaptive assistance to individuals with certain needs. Examples include three-wheeled ebikes, pedal modification, bucket seats, etc.

 

Vouchers awarded as part of this program WILL NOT cover the purchase of any Class III eBike, electric mountain bike, or eBike conversion kit.

NO. The eBike Voucher Program is designed to provide an upfront discount to recipients at the time of purchase to make it easier to obtain this micromobility transit option.

  • Standard Vouchers ($1,000) - 30
  • Low Income-Qualified Vouchers ($2,000) - 45
  • Very Low Income-Qualified Vouchers ($3,000) - 55

NO. Vouchers will only be created for the bike shop you indicate on your application.

Use the checklist below to guide your consultations with our participating bike shops:

  • Types of program qualifying eBikes that would best fit applicant's intended use. (i.e. Trips to work, taking kids to school, going to the grocery store)
  • Difference between a Class I and Class II eBike.
  • Difference between a Standard and eCargo Bike.
  • How much the program qualifying eBikes at the shop cost and what the potential applicant would be expected to pay out of pocket if a voucher is awarded.
  • “I am applying for the __(Voucher Type)__ which is valid for __(Voucher Amount)__ off the purchase of an eBike from your shop. How much will I have to pay out of pocket for the eBike if I am awarded this voucher?”
  • Are there any additional charges the voucher recipient should be aware of at your store when they come to redeem their voucher, such as an assembly or maintenance fee?
  • Identification of the correct height and size of eBike for the applicant.
  • Current available stock at your business and your ability to meet the 60 day timeframe of redeeming the voucher.
  • Basic eBike ownership and maintenance expectations.
  • If you find the eBike you would like to purchase through this program be sure you obtain a signed quote from the bike shop that indicates the full cost of the bike as well as any additional fees which will be uploaded to your application

If you find the eBike you would like to purchase through this program be sure you obtain a signed quote from the bike shop that indicates:

  • The full cost of the eBike
  • Any additional fees that your shop charges (maintenance or assembly fees, etc.)
  • The cost of the helmet the applicant will be required to purchase at the time of voucher redemption
  • Signature of the bike shop representative that provides you the quote

  • As a potential voucher recipient, you must pledge to:
    • Use eBike to Replace Vehicle Trips
    • Keep the eBike for One (1) Year
    • Complete all Basic Maintenance on eBike for One (1) Year
    • Participate in three (3) Surveys Over the Course of One (1) Calendar Year

"I got my bike in July of 2023. As of Dec 3 I have put over 700 miles on it! I purchased (my eBike) at Tampa Bay eBikes. I chose this bike because it was a good all-around bike for going around the city but also does allow you to get off the beaten path a little. I selected the step-through option know it would be easier to get on & off this type of bike when carrying things, which I was absolutely planning on doing. The bike came with fenders & a rear rack. I added a bell, phone mount, paneer bike bag & a seat suspension & a rear rack basket for grocery trips. I use the bike 5-6 days a week. I would say that 75% of these trips replace a car trip. We are a 20 min bike ride from just about everything around downtown Tampa from our Tampa Heights homes. We take it down to Armature works for a drink on the river, down the Riverwalk to the Sail Pavilion or Sparkman Wharf & all over the new Water Street neighborhood for dinner, drinks or markets. We take it to Ybor for coffee & bring our dog along too. I purchased a used child trailer on Facebook & repurposed it for our dog. It's been an interesting experience because we've literally never driven down to Sparkman Wharf or Water Street. When friends came to visit & we wanted to go down there we ended up using Uber b/c we didn't even know where to park. The most amazing thing about taking the bikes to Water Street or anywhere downtown is that all the new development has made pedestrians & bikes a priority. Most restaurants have bike parking right up front so we literally park next to our table. You can't do that with a car! We also purchased a car rack & took our ebikes to Miami. There we biked the entire length of Miami Beach & back without having to drive. It was one of the more memorable rides we've had. The bike really made for some amazing memories! When we're not going out to eat I use the bike for grocery shopping trips to Sprouts in Tampa Heights. Though we still drive to larger trips at Aldi (this may change soon as the Winne Dixie on MLK will be an Aldi soon!), for smaller store runs I take the bike 100% of the time. This is usually 2-3 times per week. Again, it's faster than driving as you get to park the bike right in front of the store. No paying for parking, no driving around a large garage. I do also once in a while take the bike to work... We decided to participate in the program because we wanted to become less dependent on our cars. We also really enjoyed biking around Tampa but regular bikes sometimes were a it too much work, especially in the summer. The nice part about biking around in an eBike during the summer is that you can arrive without sweating like you just ran there. It's less of a workout (but not zero) & an easier way to get to where you need to be... Because the weather is good here all the time, it makes so much sense to replace you car with an eBike. There literally hasn't been a day yet when taking the bike somewhere was NOT an option..."

eBike Voucher Program Vouchers

Applicants can apply for one of three (3) different types of vouchers as part of the eBike voucher program Standard Vouchers and two types of Income-Qualified Vouchers that have differing household income requirements:

  • Standard Vouchers valued at $1,000
    • Any applicant meeting the basic application requirements may apply for this type of voucher.
    • This voucher may be redeemed for any Class I, Class II, or eCargo Bike.
  • Low Income-Qualified Vouchers valued at $2,000
    • Residents in households making 80% or less of the Federal Median Household Income.
    • This voucher may be redeemed for any Class I, Class II, or eCargo Bike.
  • Very Low Income-Qualified Vouchers valued at $3,000,
    • Residents of households making 50% or less of the Federal Median Household Income.
    • This voucher may be redeemed for any Class I, Class II, or eCargo Bike.

"I purchased my (e)cargo bike in June 2023 from City Bike in Tampa. I added a child seat for my kids and a double kickstand for stability in loading them on and off the bike. Since then, I have commuted by bike to my child's daycare and to work 5 days a week. I would have never considered bike commuting in the summer in Florida before getting an e-bike. Moreover, it allowed our family to sell our second car since I could get everywhere I needed by bike. I also gave up the lease on my downtown parking spot, an additional money-saving measure. I am fortunate to have a picturesque commute through quiet neighborhoods, down Bayshore Boulevard and the Tampa Riverwalk... I arrive at my destinations feeling happy instead of stressed, that alone makes me so happy with my e-bike purchase!"

Redeeming Vouchers

Applicants selected through the lottery process will receive an email with their voucher to the email listed on the application. A copy of the applicant's voucher will also be emailed to the participating bike shop the applicant selected on their application.

Voucher recipients will have sixty (60) days from the date of issuance to redeem the voucher. Voucher expiration dates are listed on the voucher.

To redeem a voucher, the applicant must bring the emailed approved voucher, and valid ID to the indicated bike shop. The bike shop will then verify the information on the voucher using the emailed copy received from the City program representative. Once verified, the bike shop will scan the applicants ID, then apply the full value of the voucher toward the purchase of the eBike. Any value of the voucher not redeemed shall be forfeited.

"I received my e-bike the same week the vouchers became available and I purchased (my eBike) from Oliver's (Cycles) in New Tampa. I bought a front and rear basket, bell, and mirror. I use my bike almost weekly and hope to begin going to the grocery store, as I typically ride to the pool. I've enjoyed the experience biking and hope to take my eBike closer to the city as well for sight-seeing and traveling around. I wanted to participate in the program to gain access to the eBike lifestyle. I'd like to share with others that the voucher program experience has been great, easy, and provided with an eBike opportunity. I have some less reliance on my car since receiving my eBike. When I move closer to the city I plan and hope to ride more often. Others should apply for this program if they're interested in a secondary mode of transportation and a fun way to do easy, daily tasks."

Income Qualification

The eBike Voucher Program is open to all City of Tampa residents, but offers additional assistance to households that fall under the program income-qualification requirements.

Two levels of Income-Qualified Vouchers will be offered:

  • Low Income-Qualified Voucher
    • To qualify for this voucher, applicants must meet and provide documentation of household income of 80% or lower* of the Federal Median household income. For reference please use the table below:

  • Very Low Income-Qualified Voucher
    • To qualify for this voucher, applicants must meet and provide documentation of household income of 50% or lower** of the Federal Median household income. For reference please use the table below:

One of the key goals guiding the design of the eBike Voucher Program was to aid individuals in obtaining reliable and affordable transportation to work. Income-qualified vouchers are double and triple the value of the standard voucher to provide additional purchase assistance to those who qualify.

"The program was a game-changer for me. I am permanently disabled with polyneuropathy. I am unable to drive a car and previously relied heavily on Hillsborough County’s Sunshine Line service for grocery shopping and medical appointments. I was awarded a $2,000 voucher and used it to purchase (my) Trike for $3,000 at Tampa Bay E-bikes. The E-bike was delivered to me in early June 2023. The team at Tampa Bay E-bikes was outstanding, far beyond expectations. I use my bike daily, sometimes multiple times; for medical appointments, grocery shopping, errands, etc. I have cut my utilization of the Sunshine Line service by 85%. I am a safe rider and utilize a helmet and reflector belt. The bike has opened a new world of mobility to me. I am thrilled to learn about the program and receive one of the coveted vouchers!!! A final thank you to the Voucher Program Team at (the City of Tampa) and a special shout out to Austin Britt for his kind and courteous responses to my questions. In my experience, this program is a huge success! Minimally to reduce the use of combustion engines for transportation migrating to the use of clean energy eBikes."

"Being a cyclist since childhood, who lives on a budget, it's still so exciting and great to have received a voucher from the City of Tampa's first eBike voucher program! I saw the advertisement in the news indicating the programs approaching deadline and applied right away! The application process was very easy and straightforward. To my surprise, I was selected and went back to the participating bike shop closest to my house, City Bike Tampa, to go shopping!! Thank you city of Tampa! My eBike has been a great investment that I plan to use forever! I use my eBike for anything I can replace my car for and use it as much as possible, weather and energy permitting, for food/groceries, exercise and entertainment! I was gifted an expensive folding bike lock to feel comfortable locking it up! I hope others will benefit in the future from this program, the cost is the greatest barrier! The City of Tampa is saving our piece of the planet, my health and possibly many other lives too! The exercise has been great and this whole process just wonderful! I deserve some extra carbon credits! Cheers!
