Sulphur Springs Neighborhood Action Plan

Purpose:

The Sulphur Springs Neighborhood Action Plan identifies implementable strategies and priority projects to support the continued revitalization of this community of approximately 10,000 residents, with a focus on strengthening neighborhood amenities, services, and quality of life in alignment with community aspirations. The recommendations and projects outlined in this plan were developed through a collaborative and interactive process involving residents, local businesses, property owners, and multiple City departments and partner agencies. Community guidance shaped the priorities, ensuring the action plan is grounded in lived experiences and best practices from successful neighborhood-based planning efforts across the state and the country.

Key Findings: 

The Sulphur Springs Neighborhood Action Plan builds on fundamental neighborhood assessment work completed in Phase 1 and incorporates current market conditions to help guide equitable redevelopment and investment opportunities. The plan is organized around four thematic focus areas - economic vitality, communication design, promotion, and policy/organization - and provides the structure for moving a shared vision to coordinated implementation. The document includes four main sections: 1. Summary of Phase One, 2. Summary of Engagement Activity, 3. Playbook: Top Ten Actions, and 4.  Community-led Actions. Together, the Playbook Top Ten Actions and other recommendations reinforce a community-driven path forward and establish the framework for moving into the next stage of work.
