Introduction

Affordable housing is one of Mayor Castor’s five strategic goals.  The City of Tampa Housing and Community Development Division (HCD) works with community agencies and conducts outreach to help alleviate homelessness in the City of Tampa.  A staff of four persons works to assess the needs of persons facing homelessness and assist them with locating resources that would best meet their needs.  The HCD Homeless Outreach staff can be reached at 813-274-8960.

Tampa Hope

In response to Covid19, Catholic Charities and the City of Tampa opened Hillsborough Hope in March 2020. Located on Florida Avenue, it was comprised of 100 tents, open for 60 days and served 210 homeless.

After 97 homeless were housed in two months, the City sought a permanent location for the model idea. Tampa HOPE opened in December of 2021 along E. 3rd Avenue.

Today, Tampa Hope has a current capacity of 235 beds: 125 tents and 99 cottages. In partnership with Catholic Charities, Tampa HOPE is now nationally recognized. The site not only offers a place to live, but also Case Management, Financial Literacy Classes, AA Meetings, Bible Study, a USF Mobile Bus and Catholic Charities Mental Health Counseling.
