CITY OF TAMPA COMMUNITY REDEVELOPMENT AGENCY

SPECIAL CALL PUBLIC MEETING

Agenda: The Board may discuss, act on, or provide direction to staff and counsel regarding the draft agreements between the Tampa Bay Rays, Hillsborough County, the City of Tampa, and the Community Redevelopment Agency of the City of Tampa, Florida (the "CRA"), including the draft Stadium and Development Agreement and all related draft agreements, instruments, resolutions and documents.

The CRA Board may take any and all action permitted by law with respect to the foregoing, including, without limitation: approving, approving with conditions, modifying, disapproving, deferring, or continuing consideration of the draft agreements; adopting resolutions; making findings and determinations; authorizing and directing the execution and delivery of documents; and providing direction to CRA staff and counsel. Final action may be taken at this meeting.

Purpose: The purpose of this special call meeting is for the CRA Board to consider, discuss, act upon, and provide direction to staff and counsel regarding the draft Stadium and Development Agreement, and related draft agreements, by and among the Tampa Bay Rays Company, LLC, Hillsborough County, Florida, the City of Tampa, Florida, and the CRA, including any participation, funding, pledge of tax increment revenues, or other undertaking by the CRA contemplated thereby.

This special call meeting was called by a vote of the CRA Board taken at its publicly noticed meeting held on August 20, 2026, upon the request of CRA Board member Bill Carlson, pursuant to Article II, Section 3 of the By-Laws of the CRA. Notice of this meeting is given by the Secretary of the CRA in accordance with Article II, Section 3 of the By-Laws and applicable law. Pursuant to Article III of the By-Laws, all actions of the CRA shall be adopted by an affirmative vote of not fewer than four (4) members of the CRA unless otherwise specified in the By-Laws.

Members of the public can attend in person in City Council chambers in Old City Hall or virtually participate in this public meeting by using what is referred to by State of Florida statutes and rules as "communications media technology" ("CMT").

In accordance with Section 286.0114, Florida Statutes, Article II, Section 4 of the By-Laws of the CRA, and the Rules of Procedure of the Tampa City Council, members of the public shall be given a reasonable opportunity to be heard on propositions before the CRA Board before the CRA Board takes official action.

You will then be contacted with additional instructions on how to participate live through the use of CMT. Registration for speaking remotely must be requested at least 24 hours prior to the meeting.

In accordance with Section 286.0105, Florida Statutes, any person who decides to appeal any decision made by the CRA Board with respect to any matter considered at this meeting will need a record of the proceedings, and for such purpose may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

One or more members of the Tampa City Council, of the CRA Board, of the CRA’s Community Advisory Committees, and/or of other boards, committees or agencies of the City of Tampa may be present at this meeting.
