Loud Music or Non-Animal Complaints

Officers of the Tampa Police Department can address unreasonably loud and raucous music complaints in accordance with the City of Tampa Noise Ordinance Article III of Chapter 14. Under Sec. 14-153, unreasonably excessive noise is prohibited from a property in Ybor City Historic District and the Arena District and is enforced by measuring decibel sound levels established by the time of day. In all other areas of Tampa, unreasonably excessive noise from a property is enforced under Sec. 14-154 and will often need an identified complainant in order to establish that the noise is unreasonably loud and raucous. If applicable, enforcement of the noise ordinance requires a five-minute warning before a citation can be issued. Non-music complaints may be addressed in other sections of the Tampa Code of Ordinances, such as construction noise, which is addressed under Sec. 5-120.2 Unreasonably loud and raucous music complaints should be directed to the TPD non-emergency number at (813) 231-6130 so an officer can be dispatched to address the problem.

Animal Noise Complaint

Any animal noise complaint should be submitted to our Neighborhood Enhancement Division through the Tampa Connect Code Enforcement Violations/Complaint Service Request. Note that per City Ordinance Sec. 19-77, the citizen must verify the claim in one of the following ways:
 
  1. The department has received from at least two (2) unrelated adult witnesses from different residences, a verified complaint under penalty of perjury attesting to an alleged nuisance pursuant to this subsection.
  2. The department has received from one adult witness both a recorded audio/video file showing the alleged violation and a verified complaint under penalty of perjury attesting to an alleged nuisance pursuant to this subsection.

    The required audio/video file must be submitted within 7 business days from the date of the Tampa Connect Service Request being submitted. The recording must include non-stop utterances for 20 consecutive minutes with individual interruptions of less than 20 seconds at a time. Your audio/video files may be submitted in one of the following ways:

    • Mailing the recording on a DVD, CD, or USB drive to: 2555 E Hanna Ave, Tampa, FL 33610, Attention: Neighborhood Enhancement

    • Drop off the recording in person at: 2555 E Hanna Ave, Tampa, FL 33610, and ask for Neighborhood Enhancement

  3. The department has received from one adult witness a verified complaint under penalty of perjury attesting to an alleged nuisance pursuant to this subsection, and a code enforcement officer has witnessed the alleged presence of a nuisance. A code enforcement officer shall not be required to personally witness an alleged violation for a twenty-minute period.
