Land Development Code Amendments

The City of Tampa Land Development Code, largely contained within Chapter 27 of the Code of Ordinances, implements the Future Land Use Map, Categories, and associated Goals, Objectives and Policies in the City of Tampa Comprehensive Plan.  

General Timeline for July 2024 Amendment Cycle:

  • City Council Workshop on Conceptual Amendments (without draft text) – February 22, 2024 
  • Public Information Meeting on Proposed Amendments – March 19, 2024 
  • Public Comment Period- March-April 2024 
  • Final Text Amendment Language Finalized & Submitted to City Council – April, 2024 
  • Council Transmittal to Planning Commission- April, 2024
  • Planning Commission Briefing on Proposed Text Amendments – May 13, 2024 at 2:00 pm 
  • Planning Commission Public Hearing on Proposed Text Amendments – June 10, 2024 at 5:00 pm 
  • City Council First Reading – June 27, 2024 at 5:00 pm (tentative)

Proposed Code Amendments Summary Sheets for the January 2024 Amendment Cycle 

Public Information Meeting 


One public information meeting was held on Tuesday, March 19th, 2024 at 6:00 pm.

Topics: 

  • Amendment 24-1: Section 27-156 Official schedule of district regulations; Table 4-1 Schedule of Permitted, Accessory, and Special Uses by District. This amendment is expanding the allowable ADU Special Use-1 areas to include additional neighborhoods.
  • Amendment 24-2: Section 27-132 Regulations Governing Individual Special Uses. The purpose of this amendment is to amend the Special Use criteria for Accessory Dwelling Units based on feedback from City Council and the public.
  • Amendment 24-4: Section 27-100 Compliance with certificates of appropriateness; Section 27-117 Compliance with certificates of appropriateness; Section 27-326 Violations. In accordance with Florida Statute Section 162.09, this amendment allows the city to impose a $15,000 fine for irreparable damage to a contributing historic structure. 
  • Amendment 24-5: Section 27-159 Permitted Projections into Required Yards. This amendment removes the requirement for a Design Exception or Variance to allow front porches to encroach into the required front yard as allowed by the code, which was the intent of the 2021 code amendment.
  • Amendment 24-6: Sections 27-177 & 27-178. This amendment is a response to council motion CM22-77484 for Staff to report on any recommended changes to improve the safety and security of parking lots in Ybor City, as required under Section 27-178, and to specifically review Section 27- 178(c) concerning personnel requirements and explain its enforcement.

Topics: 

  • Amendment 23-11: Article 3, Division 2, Subdivision 3, “Central Business District”- Update the street typologies map to reflect changes to the street grid. Update Type B and C street details based on constructability feedback. 
  • Amendment 23-12: Sections 27-91, 27-211, 27-231, 27-271, 27-330- Clarify when historic district requirements take precedence over the general zoning code. 
  • Amendment 23-13: Section 27-150- Automatically withdraw a rezoning application if a concurrent Comprehensive Plan Amendment is not approved.  
  • Amendment 23-14: Section 27-21- Cleanup of footnote reference in the Consistency Matrix.
  • Amendment 23-15: Sections 19-58, 27-287.25- Enforcement of hazardous tree removals. 
  • Amendment 23-16: Section 27-283.11- Commercial vehicle parking definitions. 
  • Amendment 23-17: Section 27-149 Public Notice Requirements- Expand notice area and require a notice of filing for cases that require a public hearing. 
  • Amendment 23-18: Channel District, Section 27-199, Table 19-2- increase maximum height in CD-1 zoning from 60’ to 175’ to be consistent with CD-2 zoning.
