Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; approving the transfer, reallocation, and/or appropriation of $125,000 for the Comprehensive Infrastructure for Tampa’s Neighborhoods Project for use by Infrastructure and Mobility Administration Department within the General Fund and Citywide Capital Project Improvements Fund; providing an effective date. (Continued from January 22, 2026)

Motion: (Hurtak-Maniscalco) That Staff present a substitute resolution that comes from the Tree Trust fund for the appropriation of $125,000 to March 5, 2026 under Committee Reports/Consent Agenda. Motion carried unanimously.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; approving the transfer, reallocation, and/or appropriation of $250,000 within the Local Option Gas Tax Capital Projects Fund for the Infrastructure improvements agreement for the Resurfacing Project for use by the Mobility Department; providing an effective date.

Motion: (Hurtak-Miranda) That said resolution be adopted. Motion carried unanimously.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; approving the transfer, reallocation, and/or appropriation of $118,381.35 within the State Housing Initiatives Partnership (SHIP) grant fund to appropriate Program Income for SHIP grant program activities providing an effective date.

Motion: (Carlson-Miranda) That said resolution be adopted. Motion carried unanimously with Clendenin being absent.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; approving the transfer, reallocation and/or appropriation of $300,000 within the CIT Program 6 FY22 - FY26 Capital Projects Fund for use by the New Tampa Recreation Center HVAC Replacement Project; providing an effective date.

Motion: (Young-Maniscalco) That said resolution be adopted. Motion carried unanimously with Clendenin being absent.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; approving the transfer, reallocation, and/or appropriation of $200,000 for City of Tampa golf courses capital improvements within the Golf Courses Operations and Capital Funds; providing an effective date.

Motion: (Young-Maniscalco) That said resolution be adopted. Motion carried unanimously with Clendenin being absent.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; Approving the transfer, reallocation, and/or appropriation of $500,000 within the General Fund for use by the Tampa Police Department for Axon Drone Equipment purchased in the prior year but not received and mandated by Generally Accepted Accounting Principles to record expenses in the fiscal period the equipment is received; providing an effective date.

Motion: (Viera-Maniscalco) That said resolution be adopted. Motion carried unanimously with Clendenin being absent.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; approving the transfer, reallocation, and/or appropriation of $135,147 within the General Fund for City Planning Department activities; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; approving the transfer, reallocation, and/or appropriation of $982,788 within the West Tampa Community Redevelopment Agency (CRA) Fund; providing an effective date.

Motion: (Carlson-Viera) That said resolution be adopted. Motion carried unanimously.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; approving the transfer, reallocation, and/or appropriation of $125,000 for the Comprehensive Infrastructure for Tampa’s Neighborhoods Project for use by Infrastructure and Mobility Administration Department within the General Fund and Citywide Capital Project Improvements Fund; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; approving the transfer, reallocation, and/or appropriation of $210,000 for the Comprehensive Infrastructure for Tampa’s Neighborhoods Project for use by Infrastructure and Mobility Administration Department within the Central Tampa Tree Trust Fund, South Tampa Tree Trust Fund, and Citywide Capital Project Improvements Fund; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; approving the transfer, reallocation and/or appropriation of $775,000 from the Small Neighborhood Parks project within the Utilities Services Tax Capital Project Fund to the Gadsen Park Improvement projects; providing an effective date.

Motion: (Young-Miranda) That said resolution be adopted. Motion carried unanimously.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; approving the transfer, reallocation and/or appropriation of $1,100,000 from the Small Neighborhood Parks project within the Utilities Services Tax Capital Project Fund to the JBL Attenuator Dock Repairs project and the Gadsen Park Improvement projects; providing an effective date. (Continued from November 20, 2025)

Motion: (Maniscalco-Viera) That said agenda item be continued to January 22, 2026 under Staff Reports and Unfinished Business; further, requesting staff to remove the dock repairs. Motion carried unanimously by voice roll call vote of 7-0.

Motion: (Miranda-Maniscalco) That said resolution be adopted. Motion carried unanimously by voice roll call vote of 7-0.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; approving the transfer, reallocation and/or appropriation of $320,000 from the P & R Citywide Maintenance and Repair project to the Lowry Park Shoreline Improvements project within the CIT Program 6 FY22-FY26 Capital Projects Fund; providing an effective date. (Continued from November 20, 2025)

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $334,748.48 for the Comprehensive Infrastructure for Tampa’s Neighborhoods Project for use by Infrastructure and Mobility Administration Department within the Central Tampa Tree Trust Fund, South Tampa Tree Trust Fund, and Citywide Capital Project Improvements Fund; providing an effective date. (Continued from November 6, 2025 and December 18, 2025)

Motion: (Hurtak-Miranda) That staff be requested to come back with a substitute resolution on January 22, 2026 under Staff Reports and Unfinished Business, for $210,000 to be allocated for the Comprehensive Infrastructure for Tampa’s Neighborhoods Project for use by Infrastructure and Mobility Administration Department within the Central Tampa Tree Trust Fund, South Tampa Tree Trust Fund, and Citywide Capital Project Improvements Fund. Motion carried unanimously.

Motion: (Hurtak-Miranda) That staff be requested to come back with a substitute resolution on January 22, 2026 under Staff Reports and Unfinished Business, for $125,000 to be allocated for the Comprehensive Infrastructure for Tampa’s Neighborhoods Project for use by Infrastructure and Mobility Administration Department from FY25 Surplus funds. Motion carried unanimously.

Motion: (Hurtak-Miranda) That staff be requested to bring a proposed resolution for a code amendment on February 19, 2026 under Staff Reports and Unfinished Business, limiting funds in the tree trust fund to Type 1 and Type 2 Trees only. Motion carried Unanimously.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; approving the transfer, reallocation, and/or appropriation of $12,425 within the Housing Grants Fund for the Office of Human Rights U.S. Equal Employment Opportunity Commission (EEOC) activities; providing an effective date.

Motion: (Young-Maniscalco) That said resolution be adopted. Motion carried unanimously with Viera being absent at vote.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; Approving the transfer, reallocation, and/or appropriation of $175,000 within the Police Grants Fund for use by the Tampa Police Department for the Community Policing Development Microgrant.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; approving the transfer, reallocation, and/or appropriation of $954,617 for the Citywide Water Main Replacement Project for use by Water Department within the Local Option Gas Tax Capital Fund; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; approving the transfer, reallocation, and/or appropriation of $3,178,263 for the South Howard Flood Relief & Streetscape Project for use by Mobility Department within the Water Renewal and Replacement Fund; providing an effective date. (Continued from October 23, 2025)

Motion: (Maniscalco-Miranda) That said agenda item be continued to December 18, 2025 under Staff Reports and Unfinished Business. Motion carried by voice roll call vote of 6-1 with Carlson voting no.

Motion: (Hurtak-Viera) That Council amends the motion with the understanding that staff be requested to include the substitute motions for the water project. Motion carried with Carlson voting no.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; Approving the transfer, reallocation, and/or appropriation of $620,000 within the Police Grants Fund for use by the Tampa Police Department for the 2026 FDOT Tampa Enhanced Impaired Driving Enforcement - Last Call Grant; Providing an effective date.

Motion: (Maniscalco-Hurtak) That said resolution be adopted. Motion carried unanimously with Viera and Carlson being absent at vote, and Miranda being absent.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; Approving the transfer, reallocation, and/or appropriation of $450,000 within the Police Grants Fund for use by the Tampa Police Department for the 2026 FDOT Occupant Protection Program Grant; Providing an effective date.
