Development Coordination

The Development Coordination Division is open for business via phone, email and online, however, as a precautionary measure to reduce COVID-19 transmission, we are accepting walk-in customers at the Development Services Center located at 1400 North Boulevard until further notice. You may reach us by phone at (813) 274-3100 option 2. Please note that you will be prompted to leave a voice mail for staff and a team member will return your call.


The Development Coordination Division is comprised of multiple disciplines that are directly related to current and long-range planning and development projects throughout the City of Tampa.

The Division serves as the lead for the primary focus areas:

  • Rezonings, Variances, Alternative Design & Alcohol Permitting
  • Form Based Codes
  • Transportation Planning & Development Review
  • Urban Design Review for Special & Overlay Districts
  • Development Code Writing
  • Alcoholic Beverage Records Management
  • GIS Planning & Analysis.

The office is open from 8:00 AM until 4:30 PM.  To schedule an appointment, please email us.  In your email, please state with whom you would like to meet and the reason for your visit.

The notice requirements for applications have changed.  You are now required to obtain the list of all property owners within 250' from the Hillsborough County Property Appraiser's office, who will certify the list.  The map showing the property owners is no longer required.  Additionally, Special Use 1, Substantial Change and Design Exception 2 applications now require the posting of signs.

Accela Citizen Access 

NOTICE:  The Development Services Center is now offering, free of charge, Accela Citizen Access Monthly Training Classes. Please visit the Accela Citizen Access - Help Center for more information. 


Accela Citizen Access is Tampa's online portal for property owners wanting to apply for a rezoning, right-of-way vacating, subdivision review, change a property's address, or zoning-related alternative design exceptions, among other Land Development processes, are now able to complete applications online, check on the status of those applications 24 hours a day, 7 days a week, and also pay online for those applications. It's called a QR Code...A type of two-dimensional barcode that can contain information, such as a url link to this web site, or other valuable information.
