South Ybor City PPO Zone

  • Bound by 6th Avenue by the North, Nick Nuccio Parkway and North 13th Street by the West, Adamo Drive by the South, and North 21st Street by the East.

Channel District PPO Zone

  • To include the property addresses listed in the 100 and 200 block of North 12th Street, and the 100 and 200 block of South 12th Street.
    • Your address must be within these boundaries to qualify for PPO Zone permits.

Tampa Heights PPO Zone

  • Bound by Oak Avenue by the North, Tampa Street by the West, Kay Street by the South, and Florida Avenue by the East.

North Ybor City PPO Zone

  • Bound by 12th Avenue by the North, Palm Ave by the South and 21st Street by the East, and 18th (Angel Oliva Senior) St on the West.
    • Your address must be within these boundaries to qualify for PPO Zone permits.

Courier City/ Oscawana PPO Zone

  • In the area of Kennedy Blvd by the North, but excluding Kennedy Blvd; in the area of Swann Ave by the South, but excluding Swann Ave; in the area of Armenia Ave to the West, but excluding Armenia Ave; Fremont Ave to the East; 100 block of South Packwood Ave. Also to include 600 block of South Rome Ave.
    • Your address must be located within these boundaries to qualify for a PPO Zone permit.

Under the guidelines of these programs, the City offers the following types of parking permits for use within a Permit Parking Only Zone:

  • PPO Permit and PPO Guest Permit  - Two (2) permits each per residential address. 
  • PPO Business Permit - Four (4) permits per residential business address for use during restricted hours.

Please allow 3 to 5 business days for processing of all Permit Parking Only (PPO) Zone Permits.

PPO Zone Application Requirements

A community location wishing to request the establishment of a PPO Zone must meet the following minimum criteria:

  • Area Size:
    • Total area of 1,000,000 square feet or more; or
    • 10,000 square feet or more of linear curb space.
  • Demonstrated Lack of Available Parking:
    • If more than 50% of homes in the requested area have a driveway or garage, then at least 70% of the legal on-street parking space must be occupied for four days of the week.
    • If less than 50% of the homes in the requested area have a driveway or garage, then at least 50% of the legal on-street parking pace must be occupied for four days of the week.
  • Street Width and Parking Infractions:
    • The presence of vehicles causing vehicular congestion on residential streets that impedes the movement of traffic; and
    • A residential street with frequent infractions as identified in sections 15-43(b) and 15-43(c) of Chapter 15 City of Tampa Code that result in residents being unable to exit their driveway; and
    • The street width provides less than 10 feet of the width of the traffic lane or roadway for free movement of vehicular traffic.
  • Signed Community Petition:
    • At least 70% of the address within the petitioned area must respond to the petition, and of those responses, 65% or more must be in favor of the establishment of a PPO Zone.

PPO Zone Establishment Process

  1. Residents of households, and owners of businesses, in the area identified that is requested for the establishment of a PPO Zone must be petitioned by the interested party, with at least 70% of the addresses within the affected area responding AND at least 65% of the responses being in favor of the establishment of a PPO Zone. This petition must then be submitted to the Parking Division Manager, or their designee, for review.
    1. Addresses being petitioned shall be informed that:
      1. There is an annual fee for permits, over the allotted two free PPO Permits and four Free PPO Business Permits, allowing parking within a PPO Zone
      2. Parking in the area shall be on a first-come, first-served basis, prior to them signing the petition.
  2. If the minimum petition requirements are met, City staff will conduct a parking study of the requested area to determine if the locations meets all of the minimum requirements as listed above and in section 15-104(a)a through 15-104(a)(3) of Chapter 15 City of Tampa Code.
  3. If the location meets the minimum requirements as outlined, and as verified and confirmed by City staff through the parking study, then City staff will create a concept design of the PPO Zone parking plan and hold a neighborhood public hearing to present the concept parking plan for the PPO.
  4. Meeting minutes shall be made available to residents and business owners regarding the proposed parking boundaries, parking regulations, and parking time frames.
  5. Following the neighborhood meeting, the PPO Zone boundaries shall be added to the established PPO Zones on the City's website (above).
  6. Within 45 days of this approval, the Parking Division shall complete the required work requests and oversee the installation of the signs and necessary pavement markings.
