After displaying years of incredible work ethic, leadership, and talent, four City of Tampa staff members have been promoted into director roles and a new city attorney has been hired.
Mobility Department
Brandon Campbell, who has been serving as interim director since June 2025, was formally appointed by Mayor Jane Castor. Since joining the City of Tampa in 2017, Brandon has led major mobility projects, including citywide traffic signal upgrades, the West Riverwalk expansion, and critical street paving operations which have more than doubled. In 2023, Brandon was appointed to the Transportation Professional Certification Board, a nonprofit organization dedicated to certifying professionals in traffic operations, transportation planning, and safety. He was also appointed by Mayor Castor to the Tampa Historic Streetcar Board in 2024.
Stormwater Department
Yuan Li has been named Stormwater Services Director, leading the department that plays a critical role in protecting public health, property, and the environment by managing rainwater runoff. Yuan, a registered professional engineer in Florida since 2007, has more than 20 years of combined governmental and industrial experience in water resources specialized in stormwater. Prior to joining the city, Yuan led the Watershed Management Program at the Southwest Florida Water Management District.
Parks and Recreation Department
Longtime Parks and Recreation team member, Ted Fowler, has worked his way up the ranks, starting as a camp goer in his youth, to eventually becoming a manager for the department, and now the director responsible for leading Tampa’s nationally recognized park system. Ted’s career with Parks and Recreation began in 1986 as a seasonal lifeguard, and he eventually progressed into leadership roles. Having participated in Parks and Recreation programming as a child, Ted has a passion for community service that has made him a pillar within the department.
Neighborhood Enhancement
Susan Wenrick is the new director of neighborhood enhancement, becoming the department’s first woman to hold this role. She began her career with the City of Tampa 42 years ago as a Clerk Typist II for the same department, which she fondly remembers as a time when manual typewriters and four part forms with carbon paper between every sheet were used for record keeping. Susan went on to become an inspector and then a senior supervisor. Committed to the department’s mission to enforce structural standards, property maintenance, and land use, Susan is known for her community involvement and relationship building.
Legal Department
Stepping into the city attorney role is Scott Steady, who brings more than 30 years of legal experience in the resolution of land use, local government, and environmental issues. Scott started his career as a law clerk for the Tampa City Attorney’s Office and eventually served as an assistant city attorney for Pinellas County and the City of Temple Terrace. His experience extends to the private sector, where he has represented clients in all facets of land use, zoning, and government law. Most recently, he has led counsel on two federal Superfund sites and several significant state and local remediation sites. Scott also worked with the City of Tampa on zoning enforcement cases and served as a Special Magistrate on disputes regarding land use matters. Scott will replace Andrea Zelman who is retiring after stellar service to the City of Tampa.
