TAMPA, FL. (November 5, 2026) - - Tampa Police have arrested the suspects believed to be involved in multiple windows that were shattered in Seminole Heights.
At around 8:30 p.m. on November 3, 2026, Tampa Police responded to the 7100 block of N Nebraska Avenue following a report of a vehicle's rear window being smashed. Fortunately, no one was injured at the time of the incident.
Through investigative means, detectives were able to link the vehicle of interest, a white Ford F-150, to previously reported incidents that were similar in nature throughout Seminole Heights from November 1 to November 3, 2026. The vehicle was registered to the suspect, who was identified as 38-year-old John Horner (white male, 09/13/1988).
On November 4, 2026, just before 11:00 a.m., officers located Horner at his home on the 8100 block of N Brooks St, where he was taken into custody. The truck was seized in addition to a slingshot and stones that matched others that were taken into evidence at previous scenes.
Later that same day, at around 5:00 p.m., the second suspect, 42-year-old Anibal Rios-Mulero (white male, 08/27/1984), was also taken into custody. At the time of the incidents, it is believed that while Horner drove the vehicle, Rios-Mulero, who was sitting in the front passenger seat, would shoot the rocks using the slingshot.
"The strong partnership with our community and the dedication of our officers and detectives were critical in getting these suspects off our streets," said Acting Chief Brett Owen. "Thanks to residents who saw something and said something, we were able to hold those responsible accountable."
As a result, Horner faces one felony count of Throwing a Deadly Missile At Within or Into a Vehicle. Rios-Mulero faces one felony count of Throwing a Deadly Missile At Within or Into a Vehicle and one misdemeanor count of Criminal Mischief.
Both suspects are believed to be persons of interest in previous incidents similar in nature. Additional charges could be forthcoming.
