An underutilized portion of North Downtown Tampa is one step closer to undergoing a transformation that includes affordable housing, commercial space, and drastically improved connectivity.
The Request for Proposal review period to redevelop four properties between N Tampa Street and E Ashley Drive, in the northern area of Tampa’s Central Business District, has closed and a proposal submitted by PMG Affordable has been selected. The development team also includes the Tampa Housing Authority, Bank of America Community Development Company, LLC, and DuCon, LLC.
The properties in the RFP, owned by the City of Tampa and the Community Redevelopment Agency, include the old Army Navy Surplus Market store and Royal lot.
"We are still early in the development process, but it is incredibly exciting to move this vision for North Downtown Tampa forward," said Mayor Jane Castor. "We can’t overstate the importance of workforce housing in our community. Not only will existing neighborhoods benefit from the improved connectivity, but this project will create hundreds of affordable, downtown homes for teachers, first responders, technicians, service employees and others who make our city great."

Both the City and the CRA's goals are to use this land for mixed-use development, including affordable housing. While the RFP required a minimum of 800 dwelling units, PMG proposed 30% more, with a total of 1,150 residential units — 70% committed to affordable and workforce housing.

Directly beside these properties is the Ashley Drive on-ramp to I-275, which, if approved, would be redesigned to drastically improve connectivity and pedestrian safety between the new development and surrounding neighborhoods.
