City of Tampa to highlight the increase in ADUs since rule changes

Homeowners Move Forward with ADU’s Since Rule Changes

More Tampa homeowners are exploring accessory dwelling units, commonly known as ADUs, following changes to the City of Tampa’s regulations in 2024 that expanded where ADUs can be built and gave homeowners greater flexibility in having one on their property.

Since the rule changes took effect, 28 homeowners have initiated the process to allow an ADU on their property, and seven have now completed construction — including Sulphur Springs homeowner Hope Kiriisa, who is nearing completion of her approximately 400-square-foot ADU.

For Kiriisa, the project is about more than adding space to her property. It is about creating options for her family in the years ahead.

"I have aging parents, so I wanted to have that as an option in the future," Kiriisa said. "But I also wanted the flexibility to use it as a home office, a rec room or a rental unit. I wanted an open-concept space so that I could decide how to use it."

As someone who works in project management, Kiriisa approached the construction process like another project. She said connecting with City staff in person helped her better understand the process. Her experience also reinforced the importance of taking time to understand the process and working with qualified professionals.

In 2024, the City expanded the allowable area where ADUs can be constructed. The City also removed a previous requirement that the property owner live in the main home. Now, the property owner may either live in the principal structure (main home), or the accessory dwelling.

"Accessory dwelling units give homeowners alternative housing opportunities to serve immediate family needs or create a possible rental opportunity," said Mayor Jane Castor. "We are proud to see Tampa homeowners taking advantage of these opportunities and finding creative ways to make their homes work for them."

The City encourages homeowners interested in building an ADU to first determine whether their property is located within an area where ADUs are permitted and to familiarize themselves with the City's development and permitting requirements.
