FY27/PY26 UNIVERSAL FUNDING REQUEST FOR APPLICATION (RFA)
CDBG PUBLIC SERVICES, CDBG PUBLIC FACILITIES, HOME TBRA, SHIP DEPOSIT ASSISTANCE
and HOPWA PROGRAMS
The City of Tampa is allocated approximately $13,000,000 in federal and state funds annually. Requests for applications will be accepted from organizations for CDBG Public Service, CDBG Public Facilities, HOME TBRA, SHIP Deposit Assistance and HOPWA programs for eligible activities/programs. Proposals are anticipated to be released April 1, 2026, with a deadline of April 30, 2026, at 4:00 PM EST.
The City of Tampa may expend state and federal funds as outlined in the FY27/PY26 Annual Action Plan (AAP) and the Local Housing Assistance Plan (LHAP) for the following activities:
- HOME TBRA
- SHIP Deposit and Rental Assistance
- CDBG Public Services
- CDBG Public Facility Improvements
- HOPWA Eligible Activities (Hillsborough, Hernando, Pinellas and Pasco Counties)

City staff will be available to review and assist applicants with the application process. Rental and Move-In Assistance Program
The City of Tampa’s Rental and Move-In Assistance Program (RMAP) is paused as preparations are made for the next phase of assistance.
We sincerely appreciate the community’s patience and continued support during this transition. Your partnership helps us strengthen services and ensure that vital housing resources remain available to Tampa residents in need.
Updates regarding the reopening of the program, including any projected application date, will be posted on this page as soon as that information becomes available.
Homeowner Hurricane Assistance
The City of Tampa launched the Homeowner Hurricane Assistance (HHA) program in November 2025 to support residents in areas of the city most heavily impacted by Hurricanes Helene and Milton.
The City appreciates the participation and engagement of the affected community throughout the program. Through this effort, the City was able to successfully assist approximately 100 households with repairs following the storms.
We thank the residents who applied, as well as the community partners and staff who helped make this program possible.
The City remains committed to supporting Tampa residents and strengthening community recovery following these events.

Affordable Housing Advisory Committee (AHAC)
The Affordable Housing Advisory Committee (AHAC) meet on the 3rd Wednesday of each month at 3:00 pm. The meeting is held in our Harbor and Bay Conference Room at 2555 E. Hanna Avenue, Tampa Florida 33610. The Harbor and Bay Conference Room is located on the 3rd floor of the City Center building. Everyone is invited to attend. You will be required to provide picture identification.
AHAC serves as the advisory review board to periodically evaluate established policies, procedures, ordinances, land development regulations, and the local government comprehensive plan, and reports its finding to the Mayor and City Council with recommended changes.

Improving Lives and Communities Across Tampa
The Housing and Community Development Division (HCD) plays a lead role in the development of housing and citizen support programs to serve the city's low and moderate income households, homeless, and disabled populations. HCD maintains and expands housing opportunities for low and moderate income persons and families in the city by:
- Preserving the city's housing stock through rehabilitation and repair assistance programs.
- Expanding the supply of affordable housing for lower income renters and owners, including first-time home buyers.
- Serving the needs of the homeless community and partnering with homeless service providers.
- Providing impartial, unbiased investigation services for discrimination complaints in the areas of employment, housing and public accommodation to any person who believes they have been discriminated against.
- Providing outreach activities by offering employment, housing and public accommodations seminars / workshops to keep the public informed about their civil rights.
