Rental and Move-In Assistance Program

The City of Tampa’s Rental Move-In Assistance Program (RMAP) reopens for Phase X on Tuesday, April 21st.

This phase of the program will exclusively provide assistance with move-in costs for eligible residents.

HOME-American Rescue Plan-II

The City of Tampa is seeking proposals for the supply and/or development, and management of affordable rental housing for HOME-ARP-qualifying populations under the Home Investment Partnerships Program (HOME). Award funds will be made available by the City to the successful proposer(s) at below-market interest rate loans for construction and related development costs of HOME-ARP and HOME eligible rental housing projects for qualifying populations and other eligible beneficiaries. FY27/PY26 UNIVERSAL FUNDING REQUEST FOR APPLICATION (RFA)
CDBG PUBLIC SERVICES, CDBG PUBLIC FACILITIES, HOME TBRA, SHIP DEPOSIT ASSISTANCE

and HOPWA PROGRAMS

The City of Tampa is allocated approximately $13,000,000 in federal and state funds annually. Requests for applications will be accepted from organizations for CDBG Public Service, CDBG Public Facilities, HOME TBRA, SHIP Deposit Assistance and HOPWA programs for eligible activities/programs. Proposals for all of the following programs will be accepted beginning April 1, 2026, with a deadline of April 30, 2026, at 4:00 PM EST.

The City of Tampa may expend state and federal funds as outlined in the FY27/PY26 Annual Action Plan (AAP) and the Local Housing Assistance Plan (LHAP) to serve City of Tampa residents:

  • HOME TBRA
  • SHIP Deposit and Rental Assistance
  • CDBG Public Services
  • CDBG Public Facility Improvements
  • HOPWA Eligible Activities (Hillsborough, Hernando, Pinellas and Pasco Counties)

TAMPA RFA PY26/FY27 Program Information

Homeowner Hurricane Assistance

The City of Tampa launched the Homeowner Hurricane Assistance (HHA) program in November 2025 to support residents in areas of the city most heavily impacted by Hurricanes Helene and Milton.

The City appreciates the participation and engagement of the affected community throughout the program. Through this effort, the City was able to successfully assist approximately 100 households with repairs following the storms.

We thank the residents who applied, as well as the community partners and staff who helped make this program possible.

The City remains committed to supporting Tampa residents and strengthening community recovery following these events.

Our Housing Programs

Affordable Housing Advisory Committee (AHAC)

The Affordable Housing Advisory Committee (AHAC) meet on the 3rd Wednesday of each month at 3:00 pm. The meeting is held in our Harbor and Bay Conference Room at 2555 E. Hanna Avenue, Tampa Florida 33610. The Harbor and Bay Conference Room is located on the 3rd floor of the City Center building. Everyone is invited to attend. You will be required to provide picture identification.

AHAC serves as the advisory review board to periodically evaluate established policies, procedures, ordinances, land development regulations, and the local government comprehensive plan, and reports its finding to the Mayor and City Council with recommended changes.

Improving Lives and Communities Across Tampa

The Housing and Community Development Division (HCD) plays a lead role in the development of housing and citizen support programs to serve the city's low and moderate income households, homeless, and disabled populations. HCD maintains and expands housing opportunities for low and moderate income persons and families in the city by:

  • Preserving the city's housing stock through rehabilitation and repair assistance programs.
  • Expanding the supply of affordable housing for lower income renters and owners, including first-time home buyers.
  • Serving the needs of the homeless community and partnering with homeless service providers.
  • Providing impartial, unbiased investigation services for discrimination complaints in the areas of employment, housing and public accommodation to any person who believes they have been discriminated against.
  • Providing outreach activities by offering employment, housing and public accommodations seminars / workshops to keep the public informed about their civil rights.
