The Federal Emergency Management Agency and Florida Division of Emergency Management have received the following application for Federal grant funding. Final notice is hereby given of the Federal Emergency Management Agency’s (FEMA) consideration to provide funding in the form of Hazard Mitigation Grant Program. Funds will be provided in accordance with Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law 93-288, as amended.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990 FEMA is required to consider alternatives to and to provide public notice of any proposed actions in or affecting floodplains or wetlands.
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions.

Location of Proposed Work:
The area affected by this project consists of homes in the following locations:
The wastewater collection system for the Live Oak Square neighborhood (approximately 2,500 properties).
Proposed Work and Purpose:
The work will include the strengthening of gravity collection system pipelines that range in size from 8-inch to 21-inch using cured in place pipe liners. The project will include pipe cleaning, TV inspection, installation of pipe liner, bypass pumping, and related work to mitigate the impacts of future storms. The project includes rehabilitation of 315 manholes which will include removal of deteriorated surfaces, concrete restoration, and installation of protective coatings.
Project Alternatives:
The alternatives to the project that have been and will be considered are 1) the no action alternative and 2) Replace existing pipes and manholes through open cut excavation. These alternatives to the proposed project are not viable because under Alternative 1) If the pipes and manholes are not strengthened, they will continue to be affected by future storms and the potential for wastewater overflows due to leaks and pipeline failure will increase; the collection system is near the Hillsborough River upstream of the City's water reservoir; there is high potential that overflows within this area could enter the river and affect the City's drinking water system; these overflows can also impact the environment, pose a public health threat to the neighborhood, and cause damage to public and private property; and Alternative 2) This method of construction is extremely expensive and takes significantly more time to complete when compared to pipeline rehabilitation using the proposed "no-dig" technologies; open cut excavation to replace a section of pipe takes several weeks to complete while "no-dig" rehabilitation methods can be completed within a few days; open cut excavation will also be extremely disruptive to the neighborhood requiring lengthy road closures and restricting access to homes.
Comment Period:
Comments are solicited from the public; local, state or federal agencies; and other interested parties in order to consider and evaluate the impacts of the proposed project. The comments should be made in writing and addressed to the Florida Division of Emergency Management, Bureau of Mitigation, 2555 Shumard Oak Blvd., Tallahassee, FL 32399-2100. These are due within 15 days of this notice. The State will forward comments to applicable regulatory agencies as needed.
